Recently, retired soldier Shen Aibin in Wuxi was hospitalized in a coma after being beaten at the Dongting Police Station in Xishan District. He lodged a complaint to 110 demanding the assailant to take responsibility for his medical expenses but was instead detained on October 31 by the local Liangxi Sub-Bureau on charges of “provocation and troublemaking.”
The person directing the assault on Shen Aibin was Deputy Director Dai Feng of the Dongting Police Station in Xishan District, who has been blacklisted overseas as a villain. Volunteers of the overseas villain list have sent a text message to his family advising on proper behavior.
On October 11, 70-year-old Pu Xingdi was summoned by the Dongting Police Station. On October 27, Shen Aibin and petitioner Shen Xiaoling accompanied Pu Xingdi to demand a summons notice, but Deputy Director Dai Feng refused to provide it.
As they were preparing to leave, Shen Aibin said to Dai Feng, who was staring at him, “Why are you staring at me? If you keep staring at me, I’ll take a photo.” Little did he know that this statement would anger Dai Feng. Dai Feng snatched Shen Aibin’s phone to check it, then ordered a group of special police to beat Shen Aibin, leaving him covered in blood. Shen Aibin fell unconscious on the spot, and was rushed to the hospital by a fellow petitioner for emergency treatment.
Doctors diagnosed that Shen Aibin’s nasal bone had shifted and he required surgery, but he had no money to cover the medical expenses. That evening, Shen Aibin called 110 to report the incident, demanding that the Dongting Police Station be held accountable for his medical expenses, but his plea was ignored by the relevant department.
On October 29, Shen Aibin told Epoch Times that due to lack of funds, he dared not pick up the prescribed medication nor afford the necessary surgery, so he had no choice but to leave the hospital and return home.
On October 28, Shen Aibin’s representative Zhang Ling filed a complaint against the abusive police officer Dai Feng, demanding that the Dongting Police Station cover all medical expenses for the victim, ensure that the follow-up treatment is not affected, initiate an investigation into the assault incident, hold the responsible police accountable under the law, return the stolen phone and relevant evidence, respond within 24 hours, and take action, otherwise legal channels such as the higher public security authorities, prosecutor’s office, media will be used to continue safeguarding rights and holding the police station accountable. However, Zhang Ling’s complaint went unheeded.
On October 30, instead of addressing the complaints, Shen Aibin was summoned and detained by the local Liangxi Sub-Bureau on suspicion of so-called “provocation and troublemaking.” That afternoon, police from the Liangxi Sub-Bureau Criminal Investigation Squad conducted a search of Shen Aibin’s home.
On October 30, Zhang Ling filed a complaint again, stating that Shen Aibin, a military man who had been dismissed from the party and public office for helping others, deserved assistance from the government, not to be beaten severely. Shen Aibin’s nasal bone was broken by Deputy Director Dai Feng of the Dongting Police Station, and Dai Feng should be arrested for suspected intentional injury. However, the police were now raiding Shen Aibin’s residence, pushing him to a dead end and not providing a way out.
On October 31, Shen Aibin’s family received a notification that he was criminally detained on charges of “provocation and troublemaking.” Currently, Shen Aibin is being held in custody at the Wuxi Municipal Detention Center.
According to a petitioner’s disclosure, Shen Xiaoling and Pu Xingdi who went to the Dongting Police Station that day were also detained.
Wuxi petitioner Shen Fangming said, “Such a tragedy happening in such a short time, was it intentional harm or accidental mistake? Where is civility and justice as public security?”
After Shen Aibin’s ordeal was publicized online, volunteers of the overseas villain list have blacklisted Deputy Director Dai Feng of the Dongting Police Station in Xishan District, Wuxi.
The volunteer sent a text message to Dai Feng’s mother, stating, “Dai Feng instructed a dozen people to beat petitioners in the lobby, resulting in severe nasal bone fracture and unconsciousness of one person. He has been listed on the villain list for violating human rights. If he does not stop evil deeds and handle this matter properly, we will take necessary actions, publicly disclose all assets and illegal records under his name and his family’s, and report to the Central Commission for Discipline Inspection and the Ministry of Public Security. Please convey the message of advising kindness, do not do evil under the guise of official duties, think twice before acting!”
