【Epoch Times, November 16, 2025】 The US Department of Homeland Security (DHS) announced on November 14 that it had deported Mexican illegal immigrant Eduardo Flores-Ruiz on November 13. Flores-Ruiz, who had multiple criminal charges against him, was arrested in April this year when a judge attempted to help him evade arrest.
DHS on Friday (November 14) also posted on X platform account about the deportation of Flores-Ruiz, accompanied by a video from May this year released by Milwaukee County Circuit Court Judge Hannah Dugan on April 18 attempting to assist Flores-Ruiz in evading arrest. However, the Department of Homeland Security did not disclose whether Flores-Ruiz was sent back to Mexico or deported to another country.
31-year-old Flores-Ruiz is a repeat offender who illegally entered the United States twice and faces multiple charges of violent crimes, including strangulation, suffocation, assault, and domestic violence.
On April 18, 2025, US Immigration and Customs Enforcement (ICE) officers, assisted by authorized Federal Bureau of Investigation (FBI) officers, were conducting an enforcement action at Milwaukee County Courthouse to arrest Flores-Ruiz who was due to appear in court. However, the video released showed Judge Dugan ushering out two enforcement officers waiting outside the courtroom after Flores-Ruiz entered, then allowed him to exit through a jury door, which should not be used by unremanded defendants and their defense attorneys.
After leaving the courtroom, Flores-Ruiz was followed by another enforcement officer in the hallway. The video shows Flores-Ruiz running after leaving the courtroom, with several officers swiftly catching up and arresting him.
The Wisconsin Supreme Court issued a temporary suspension of Judge Dugan on April 29 (source reference). Judge Dugan was arrested on April 25. A statement from Assistant Secretary Tricia McLaughlin was included in a news briefing released by DHS on April 25.
McLaughlin stated, “Since President Trump took office, some activist judges have been trying to obstruct President Trump’s efforts to make the country safer for the American people. The actions of this judge in providing shelter to illegal immigrants suspected of violent crimes and obstructing law enforcement are shocking and disgraceful.”
“If you are illegally in the United States and commit a crime, we will track you down, arrest you, and lock you up. That is a promise.”
Flores-Ruiz’s first illegal entry into the United States was in 2013 when he was arrested by border patrol in Nogales, Arizona and sent back to Mexico. After entering the US illegally for the second time, he committed multiple crimes, with the timing of his second illegal entry not specified.
