Shandong female entrepreneur Li Xueye was suspected of being falsely convicted for three years due to a contract dispute in October 2023, where Shandong Provincial Yantai City Penglai Public Prosecutors’ Office was believed to have colluded in fabricating evidence. Surprisingly, despite being on the wanted list since then, the verdict has not been executed, and Li Xueye has never been arrested.
Li Xueye was the legal person of Shandong Haiyang Jin Xin Garment Co., Ltd., whose products are exported to Europe, America, Japan, and other countries.
In May 2015, Zhang, the manager of Fengda Dyeing Factory in Penglai City, left a Jeep and related documents in Jin Xin Garment Factory as collateral after failing to deliver goods on time as per the purchase contract. However, that night, he used a spare key to steal the car back to his own factory. The next day, Zhang sent a message to Li Xueye to pick up the goods at his factory. Upon arrival, Li Xueye realized she had been deceived as he did not deliver the goods, and in response, she drove the Jeep parked in the factory away and reported the incident to the police.
Li Xueye told Dajiyuan that the Penglai police initially detained her on charges of “robbery.” When the charge was not substantiated, in 2017, she was released on bail pending trial for “provoking trouble.”
Concerned that her own situation would affect her son’s future, Li Xueye applied to have the case withdrawn. On July 12, 2019, the Penglai Public Security Bureau issued a “Penglai City Procuratorate (2019) No. 364 Case Acceptance Notice.” She asked her lawyer to review the case at the procuratorate, but a staff surnamed Wu claimed that the case did not exist. “The Penglai Procuratorate fabricated a false legal document,” Li Xueye said.
The saga continued as, in 2021, Li Xueye was detained again by the Penglai police. Since no evidence of crime was collected, she was placed under residential surveillance. In 2023, she was sentenced to three years for “provoking trouble.”
Li Xueye disclosed that before the verdict was announced, she found her name listed in the wanted list. “When I went to get the verdict, I asked when they would arrest me. The judge told me to go back. I asked why they put me on the wanted list if they don’t arrest me. He said he didn’t know.”
“The procuratorate claimed the court made a mistake, but the court said the procuratorate did not issue any documents, so it’s a circular argument,” Li Xueye said.
Li Xueye pointed out that the collusion to fabricate evidence and issue wrongful judgments by public prosecutors and law enforcement authorities was orchestrated by someone behind the scenes.
She mentioned that personnel from the Shandong Public Security Bureau revealed to her that there was insufficient evidence for the case, but the procuratorate forced the police to file a case. “And the mastermind behind all of this is the former director of the Yantai Public Security Bureau, Zhao Feng,” she stated.
With her two bank accounts frozen and the business forced to halt production, Li Xueye had to sell machinery and equipment, plunging her into financial hardship, now having to work 12 hours a day to make ends meet.
Li Xueye’s business partner, Zhang Yu (alias), criticized the public prosecutors and law enforcement authorities for descending into a den of falsehoods. He expressed, “Li Xueye has never backed down and has faced relentless suppression. Under the rule of the Communist Party, there are no rules in mainland China.”
