A video captured by a netizen showed the wall surrounded by white cloth before it collapsed, indicating ongoing renovation inside. The video also captured screams from the scene, suggesting that the victims might have been severely injured.
According to reports from Red Star News, on October 31st, a wall collapsed on Chaozong Street in Changsha, resulting in people being buried and trapped. Several eyewitnesses and nearby shop owners shared warnings online.
According to the situation report released by the emergency management bureau of Kaifu District, Changsha, around 8 p.m. on October 31st, a temporary scaffold of a store on Tongtai Street in Kaifu District partially collapsed, trapping four individuals who were later rescued and taken to the hospital.
Chaozong Street is one of the few remaining historical and cultural streets in Changsha, known for its cobblestone roads. In 2013, the area was designated as the second historical and cultural district in the city. In recent years, the government has been conducting organic renovations on the historical and cultural district of Chaozong Street and attracting investment.
An article by a prominent Netease blogger mentioned that on the night of the incident (October 31st), many people were out celebrating Halloween, leading to a large crowd in the area. When the wall collapsed, several citizens were standing right underneath it, directly hit by the falling structure, causing significant pain.
