This implies that drivers must have unobstructed visibility and the flagpole must be securely fastened. Certain rules must also be followed at home during football parties. It is allowed to hang flags on balconies, but legally, the flags must not flutter towards neighbors. Landlords must authorize the installation of flagpole brackets, among other things.
