Baoding Judicial Bureau Homepage Overtaken: Anti-CCP Messages Accuse Fourth Plenum of Exploiting the People

Anonymous 64’s second wave spread to government and propaganda portals such as the Baoding Municipal Bureau of Justice, Huangshan Public Security Information Network, and China Foreign News Network. In its posts, the group declared, “The truth about the CCP’s Fourth Plenum exploiting the people is right before your eyes,” replacing the homepages with articles and slogans criticizing the plenum and denouncing the “15th Five-Year Plan” as a tool for elite plunder.

Numerous leaked screenshots show the affected sites carrying phrases like “Reject slavery, demand freedom” and “Reject lies, demand truth,” along with cases alleging the public has been squeezed. Anonymous 64 said this round of counter-messaging was meant to warn local government systems not to become instruments of repression and attached backup links in its X posts so residents could review the altered pages.

Local cybersecurity units hurried to carry out maintenance, with some portals briefly taken offline. Chinese state media merely referred to “cyberattacks by external forces” without addressing the accusations. Civic groups in Taiwan and Hong Kong reshared the posts on social media, urging Chinese citizens to scrutinize the authorities’ narrative and stay vigilant.
