Former subordinate of Chen Min-er surrenders or implicates many high-ranking members of the Xinjiang New Army

Former high-ranking executive in the Zhejiang Communist Party media system, Jiang Guoxing, surrendered to authorities on January 24, 2026, after serving under the leadership of Chen Min’er, a member of the Central Political Bureau of the Chinese Communist Party. Jiang Guoxing had connections with several former Zhejiang colleagues of China’s President Xi Jinping and high-ranking officials in the Zhejiang media scene.

On January 24, 2026, the website of the Central Commission for Discipline Inspection of the Chinese Communist Party reported based on information from the Zhejiang Provincial Commission for Discipline Inspection and Supervision that Jiang Guoxing, the Deputy Secretary of the Party Committee, Director, and General Manager of the Zhejiang Cultural Industry Investment Group Co., Ltd., was suspected of “serious violations of discipline and law,” and voluntarily surrendered to accept an investigation.

Jiang Guoxing, born in October 1969 in Fuyang, Hangzhou, Zhejiang Province, graduated from the School of Economics at Wuhan University. He has been working at Zhejiang Daily since 1992.

In 2001, Jiang Guoxing was in charge of establishing the Zhejiang High-Speed Rail Media Investment Co., Ltd., and had been in charge of the company’s daily operations until 2011. In 2011, Jiang Guoxing led the Zhejiang Daily Group’s operational assets to go public. He later held positions such as General Manager of Zhejiang Media Group, Vice President of Zhejiang Daily Group, Vice Chairman of Zhejiang Media Group, and General Manager of Zhejiang Media Holding Group.

Jiang Guoxing currently serves as the Deputy Secretary of the Party Committee, Director, and General Manager of Zhejiang Cultural Industry Investment Group Co., Ltd., and Chairman of Zhejiang Wenyinye Group Co., Ltd.

The Zhejiang Cultural Industry Investment Group is a state-owned first-tier enterprise in Zhejiang Province, serving as one of the province’s cultural industry investment and financing platforms, with business operations covering investments in the cultural sector, asset management, and comprehensive services, with control over listed companies like Zhejiang Wenyinye Group.

Chen Min’er, a current member of the Central Political Bureau of the Chinese Communist Party and the Secretary of the Tianjin Municipal Committee, rose through the ranks in the Zhejiang propaganda system. In 1999, he became the President and Party Secretary of Zhejiang Daily after working nearly eight years at the publication, becoming Jiang Guoxing’s superior at that time.

During his tenure as President of Zhejiang Daily, Minister of the Zhejiang Provincial Party Committee’s Propaganda Department, and Deputy Governor, Chen Min’er, under his leadership, witnessed the establishment of various media companies, including Zhejiang High-Speed Rail Media Investment Co., Ltd. in November 2001, Zhejiang Media Holding Group in August 2002, and Zhejiang Wenyinye Group Co., Ltd. in May 2008.

Jiang Guoxing, a close ally of Chen Min’er, held executive positions in the aforementioned Zhejiang Daily Group subsidiaries.

According to mainland media reports, as early as 1999, Chen Min’er, then the President of Zhejiang Daily Group, proposed the development idea of “media controlling capital, capital strengthening media,” leading to a series of capital operations. Jiang Guoxing was one of the key figures in these operations.

Chen Min’er, a trusted ally of the Chinese Communist Party leader Xi Jinping, was instrumental in Xi’s governance of Zhejiang. During Xi’s leadership in Zhejiang, Chen Min’er served as a member of the Zhejiang Provincial Party Committee and Minister of Propaganda Department, overseeing the province’s media promotion activities.

At that time, the front page of Zhejiang Daily featured a special column called “Zhijiang Xinyu,” with Xi Jinping publishing commentary under the pen name “Zhexin,” managed behind the scenes by Chen Min’er.

After Xi Jinping came to power at the 18th National Congress of the Communist Party of China in 2012, many of his Zhejiang allies were promoted to key positions, known as the “Zhijiang New Army.” Chen Min’er was successively promoted to Deputy Party Secretary, Acting Governor, Governor, and Party Secretary of Guizhou Province. Notably, in July 2017, Chen Min’er took over from the fallen Sun Zhengcai as the Party Secretary of Chongqing and joined the Central Political Bureau at the 19th Party Congress held in the same year.

At that time, Chen Min’er was seen as a rising star within the Party, a potential successor to Xi Jinping. However, at the 20th Party Congress, Chen Min’er did not advance to the Standing Committee of the Political Bureau, remaining as a member of the Political Bureau and transferring to the position of Party Secretary of the Tianjin Municipal Committee.

Since the 20th Party Congress, Chen Min’er’s leadership in Guizhou and Chongqing has seen ongoing purges of officials he had promoted. Many high-ranking officials who fell from grace were those elevated by Chen Min’er.

While Chen Min’er moved to Guizhou, Jiang Guoxing continued to advance within the Zhejiang propaganda system.

Under Xia Baolong’s leadership from December 2012 to April 2017 as the Secretary of the Zhejiang Provincial Party Committee and Li Qiang’s term as Governor from December 2012 to July 2016, Jiang Guoxing held various executive positions in Zhejiang Daily Group subsidiaries.

In April 2017, after Zhejiang Media Group divested its news media assets and transformed into a digital culture industry group, renamed Zhejiang Digital Culture Group, Jiang Guoxing was appointed as the Chairman.

Li Qiang is currently a member of the Central Political Bureau and the Premier of the State Council. Xia Baolong later became the Vice Chair of the National Committee of the Chinese People’s Political Consultative Conference and serves as the Executive Deputy Leader of the Central Committee for Hong Kong and Macao Affairs and the Director of the Office of the Central Committee for Hong Kong and Macao Affairs.

Like Chen Min’er, Li Qiang and Xia Baolong were former Zhejiang allies of Xi Jinping who were promoted after Xi’s rise to power.

Jiang Guoxing, who served as a high-ranking official in the Zhejiang Communist Party media system for the past 25 years, worked under seven Propaganda Department Heads of the Zhejiang Provincial Party Committee, including Chen Min’er (from December 2001 to June 2007), Huang Kunming (from June 2007 to January 2010), Mao Linseng (from January 2010 to July 2012), Ge Huijun (from July 2012 to October 2018), Zhu Guoxian (from October 2018 to November 2021), Wang Gang (from April 2022 to April 2023), and Zhao Cheng (from June 2023 to November 2025).

Among these officials, besides Chen Min’er advancing to the Political Bureau of the Central Committee, Huang Kunming was also elevated to the Political Bureau at the 19th and 20th Party Congress and served as the Minister of the Central Propaganda Department and the current Party Secretary of Guangdong Province. Ge Huijun later became the Chair of the Zhejiang Provincial Committee of the Chinese People’s Political Consultative Conference and currently holds that position in Shandong Province. Zhu Guoxian was promoted to Deputy Party Secretary of Hunan Province and now serves as the Chair of the Jilin Provincial Committee of the Chinese People’s Political Consultative Conference. Wang Gang is currently the Deputy Minister of the Central Propaganda Department. Zhao Cheng was transferred in November 2025 to become a Standing Committee Member and the Minister of the Propaganda Department of the Liaoning Provincial Party Committee.

Two months after Zhao Cheng’s transfer, the post of the Director of the Propaganda Department of the Zhejiang Provincial Party Committee remains vacant.
