Shen Aibin Assists Visiting People, Faces Persecution Conspired by Wuxi Police and Liyang Prison

In a report from Epoch Times on June 15, 2025, it was revealed that Shen Aibin, a retired veteran from Wuxi City, Jiangsu Province and former captain of the Urban Management Brigade of Xishan District, has been sentenced to a total of 7 years in prison for providing legal assistance to petitioners without compensation and enduring torture. During his latest detention at the Liyang Prison in Jiangsu Province, Shen Aibin faced persecution by the Wuxi police and collaboration with the Liyang Prison authorities, narrowly escaping death.

Shen Aibin has long been dedicated to providing voluntary legal assistance to petitioners and was sentenced twice in 2013 and 2016. In 2022, he was sentenced to another 3 years in prison for advocating for the true cause of death of petitioner Maoli Hui. He was released in May 2025 after serving his term in Liyang Prison.

Recently, a friend of Shen Aibin, referred to as Wang Wei (pseudonym), shared with Epoch Times the harrowing experiences Shen Aibin faced in prison.

Initially, Shen Aibin was confined to a specially designated 3-person room, where he was not allowed to go out and was isolated from others inside the room, forbidden from speaking with or touching him to deliberately isolate him.

Throughout his time in prison, Shen Aibin submitted over 70 letters, including complaints against the dark judiciary system in Wuxi, but only 6 letters were sent out by the prison, with the rest withheld.

Wang Wei stated, “Isolation and loneliness are forms of psychological and mental torment, a discriminatory form of soft violence, which is also a kind of torture and abuse.”

In September 2023, before Shen Aibin was transferred to prison, the Wuxi Public Security Bureau issued a “confidential letter” to the Liyang Prison, colluding to implement discriminatory measures such as isolation and segregation against Shen Aibin in prison.

On the morning of July 25, 2024, two prosecutors visited Cell 201 in Unit 32 of the prison, where Shen Aibin inquired and learned that Liyang Prison was isolating and segregating him based on a “confidential letter” issued by the Wuxi Public Security Bureau Detention Center.

Moreover, the prison authorities subjected Shen Aibin to high-frequency sound waves and electromagnetic radiation, causing long-term harm.

Starting from mid to late May 2024, Shen Aibin began experiencing intense and peculiar ringing in his ears, accompanying dizziness, palpitations, and weakness. Shen Aibin concluded that it was not physiological tinnitus but a form of mechanical tinnitus caused by artificially generated high-frequency sound waves.

On the morning of October 10, 2024, while on the balcony of his cell in Unit 32, Shen Aibin suddenly heard a powerful, sharp sound from the rooftop, which gradually diminished as he returned to the room. Other inmates in the same cell heard it, but those in other cells did not. Shen Aibin immediately reported it to the prison guards, but his request to review the surveillance footage was denied. Shen Aibin believed it was due to operational errors or equipment malfunction by the guards that caused the sonic disturbance incident to surface.

In the early hours of the fifth day of the first month of 2025, Shen Aibin experienced severe dizziness, vomiting, and palpitations. At 3 a.m. on the ninth day, he fainted while using the restroom, and doctors could not determine the cause. The symptoms matched those of the strong electromagnetic radiation Shen Aibin and his family endured back in 2019, which was proven to be caused by intense electromagnetic radiation. Shen Aibin suspected that the prison was using the same methods on him.

Wang Wei emphasized that these were secretive harmful methods intended to inflict severe damage on Shen Aibin, leading to severe insomnia, dizziness, ringing in the ears, and overall physical weakness. He experienced difficulty breathing almost to the point of suffocation, with his heartbeat reaching 150, pushing him to the brink of collapse.

Five days before Shen Aibin’s release on April 25, 2025, four undercover police officers from the Wuxi Public Security Bureau entered his cell while he was away and confiscated all items from his bed and cabinet.

Wang Wei questioned, “How could the Wuxi police enter the prison and seize his belongings while Shen Aibin was in Liyang Prison? It is evident collusion between Liyang Prison and corrupt judicial elements in Wuxi.”

When reporters reached out to Liyang Prison and Wuxi Public Security Bureau, no one answered the calls.

Since his release on April 30, 2025, Shen Aibin has repeatedly visited the Guangyi Police Station where his stolen computer and other belongings were kept, only to be refused the return of his items by Chief Zhu Yifeng and Deputy Chief Zhang Wenjie, who also threatened to take him away for questioning.

Since his involvement in rescuing detained petitioners in 2013, Shen Aibin has been considered a “key stability maintenance target” by the authorities, subjected to forced confessions, continuous convictions, and surveillance. Wang Wei shared, “Even after his release, he has not regained his freedom and remains under tight surveillance. It is hoped that the public will pay attention to Shen Aibin.”
