Former military officer Shen Aibin in Jiangsu Province is persecuted, seeking help from international human rights organizations.

A former military officer and human rights defender from Jiangsu province, Shen Aibin, has been unjustly sentenced three times by the authorities in Wuxi. After completing his sentence in April 2025, he has been repeatedly detained, currently under surveillance, and his basic human rights have been violated. Faced with no other options, he has turned to international human rights organizations for help, hoping to urge the Chinese Communist Party to stop persecuting him.

Recently, an informant using the pseudonym Xiaogang revealed to a reporter from Dajiyuan that “Shen Aibin is being cruelly persecuted by the judicial rogues in Wuxi, where all legal remedies have failed, and the Wuxi CCP is using ruthless authoritarian tactics to unlawfully persecute him! They request international media to expose Wuxi Municipal Party Secretary Du Xiaogang for his inhumane crimes against humanity!”

Xiaogang also forwarded a distress call letter from Shen Aibin.

In the letter, Shen Aibin describes the series of persecutions he has faced from the Wuxi authorities within less than a year of his release from prison. Since legal avenues for protecting his rights have been ineffective, he has had no choice but to seek help from international human rights organizations and media. He appeals for attention to his dire situation, exposing the hypocritical lies of the CCP’s rule of law and judicial justice, as well as the autocratic nature of one-party dictatorship’s political attributes regarding democracy and supervision systems.

Shen Aibin, a 53-year-old man from Wuxi, Jiangsu province, holds a bachelor’s degree and served in the military for 12 years before transitioning to a public service role in 2002. He has held leadership positions and stood up for the rights of the people after witnessing the rampant abuse in Wuxi known as the “Three Blacks” (illegal demolitions, corrupt judiciary, abusive prisons), where ordinary citizens were robbed, looted of their property, and had their personal freedom and dignity violated without limits.

Due to his advocacy for the rule of law and human rights, Shen Aibin has been falsely sentenced three times, including expulsion from the party and public office in 2014, a second false conviction in 2017, and a third unjust conviction in 2023, totaling seven years of imprisonment.

After his release on April 30, 2025, Shen Aibin has repeatedly reported to relevant departments about his three unjust convictions leading to multiple detentions by the Wuxi Liangxi Public Security Sub-bureau. Currently, he is under “provocation and troublemaking” charges and is subjected to strict residential surveillance, confined to his home, with all contact with the outside world cut off.

Prior to this, Shen Aibin had informed a Dajiyuan reporter that after his release, he had reported his issues to the Central Inspection Team four times, directly accusing Zhang Zhen, the Deputy Secretary of the Political and Legal Committee of the Wuxi Municipal Party Committee and the Deputy Mayor of Wuxi, who also serves as the Director of Public Security Bureau for abusing power, privately and unfairly sentencing him through the police, procuratorate, and court. However, he faced oppression such as being detained by the Wuxi Liangxi Public Security Sub-bureau each time.

The incident leading to Shen Aibin’s case occurred on October 27, 2025, when he accompanied a petitioner, Pu Xingdi, to the Dongting Police Station of Wuxi Public Security Bureau to request proof of Pu’s summons on October 11. In the police station lobby, Deputy Director Dai Feng snatched Shen’s phone and physically assaulted him, resulting in a fracture of both sides of his nasal bone, causing Level 2 minor injuries. Wuxi Public Security Bureau and the Xishan Police Station deliberately distorted the facts, misrepresenting the incident as Shen Aibin “provoking trouble” and filed a case against him. On October 30, 2025, Shen Aibin was arrested and detained for 30 days.

After the expiration of the criminal detention on November 30, 2025, Liangxi Public Security Sub-bureau continued the surveillance residence enforcement against Shen Aibin under the pretext that the case was not yet concluded, restricting him to his residence up to the present day. He is not allowed to go out, seek medical treatment for illnesses, his basic human rights are denied, and his health and life are severely threatened.

When Shen Aibin’s defense lawyer, Ji Zhongjiu, inquired into the case with the investigative agency, they refused to disclose the key facts they had uncovered regarding the “provocation and troublemaking” charge.

On the day Shen Aibin was assaulted by Dai Feng, he was rushed to the emergency room at the Affiliated Hospital of Jiangnan University Branch in Wuxi by ambulance. After a CT scan revealed a bilateral nasal bone fracture with a displaced left nasal bone (collapse), the ear, nose, and throat specialist determined that nasal bone corrective surgery was needed on that evening and scheduled Shen Aibin to consult with Dr. Du, the chief expert on the morning of October 29, 2025, to confirm the surgical treatment plan.

Since he was unable to pay for the treatment, Shen Aibin could not obtain the prescribed medication. He made numerous calls to emergency services requesting the responsible party or the perpetrator to pay for his medical expenses but received no response. It wasn’t until the early hours of October 29, 2025, that he was discharged from the hospital, and he returned that afternoon after borrowing money to register for the ear, nose, and throat appointment.

On the morning of October 30, 2025, Shen Aibin was arrested by the Criminal Police Brigade of Liangxi Sub-bureau of Wuxi Public Security Bureau at a telecommunications business hall in the Guangyi Columbus Square of Liangxi District, where he was taken into custody. Following his arrest, police officers, without his knowledge, conducted a search of his residence, confiscating all materials and tools used by Shen for his usual rights protection work, and failed to produce a search record and a list of items seized as required by law.

In the evening of October 30, 2025, at the handling center of Liangxi Public Security Sub-bureau, when the police officers Xu Zhenli and Gu Haoji interrogated Shen Aibin, the Deputy Director of the sub-bureau Yuan Bo said to Shen: “I am the one who decides your fate. If we say you are guilty, you are guilty. Don’t think that you will be released in 24 hours. I’m telling you now that you will be detained after 24 hours. Why do you meddle in other people’s businesses? What does it have to do with you if others receive a summons?”. Subsequently, the two police officers questioned Shen Aibin not only about the incident at the Dongting Police Station on October 27 but also about his personal phone and WeChat usage and whether he had posted photos and videos on his phone, WeChat, and other platforms.

Shen Aibin states that Deputy Director Yuan Bo of Liangxi Public Security Sub-bureau fiercely accused him of “meddling everywhere” in the interrogation room! This indicates that the investigation agency attempted to treat Shen Aibin’s routine contacts with Wuxi rights defenders as criminal acts of “provocation and troublemaking.” They even seized Shen’s electric car used for daily transportation as evidence, which further demonstrates the malicious intent of the investigative agency.

Shen Aibin believes there is no factual basis for the “provocation and troublemaking” charge against him, and it should not have been filed.

During his third wrongful imprisonment at Liyang Prison, Shen Aibin suffered a series of abuses before being released, with his body covered in injuries and illnesses. His arrest on October 30, 2025, came just six months after his release on April 30, 2025.

Furthermore, Shen Aibin’s persecution has also affected his family, as his minor daughter has been sentenced, and his family and friends have been threatened and intimidated, leading them to keep their distance or remain silent. Shen Aibin has had no source of income since his release from prison and is facing extreme financial hardship.

While the courts bear responsibility for every wrongful judgment, the police are the instigators and the main culprits. The current persecution against Shen Aibin is orchestrated by the Wuxi Public Security Bureau and implemented by the Liangxi Public Security Sub-bureau. Hence, the leaders in this case are Tang Yongsheng, the Director of Wuxi Public Security Bureau, and Deputy Directors Hu Yang. The operational personnel involved are Liang Heng, the Director of Liangxi Public Security Sub-bureau, Deputy Director Yuan Bo, and the staff of the Criminal Brigade. The Liangxi District Procuratorate also bears supervisory responsibility for the investigation of this case.

Facing oppression from the authorities, Shen Aibin has issued a distress call, urging the international community to urgently pay attention to his situation and to oversee the Wuxi Public Security Bureau, demanding an immediate end to the abusive persecution.
