On January 27th, it was officially announced that Bao Hui, former Party Secretary and Director of the Chengdu Municipal People’s Congress Standing Committee in Sichuan Province, and Li Yun, Deputy Party Secretary and Mayor of Mianyang City, are suspected of serious violations of discipline and law, and are currently under investigation.
Public information shows that Bao Hui, female, Han nationality, born in August 1963 in Xuanwei, Yunnan Province, joined the Communist Party of China in June 1983 and started working in July 1984. She holds a graduate degree in Management Science and Engineering from Southwest Jiaotong University and a Ph.D. in Management, and is a senior accountant.
In her early years, she worked at Southwest Jiaotong University and later held various positions in Chengdu, including Deputy District Chief of Qingyang District, Director and Party Secretary of the Environmental Protection Bureau, member of the Municipal Party Committee and Chairman of the Municipal Federation of Trade Unions, member of the Municipal Party Committee and Minister of the United Front Work Department, member of the Municipal Party Committee and Minister of the Propaganda Department, Deputy Secretary of the Dazhou Municipal Party Committee and Mayor, Secretary of the Dazhou Municipal Party Committee, and Vice Director of the Sichuan Provincial People’s Congress Standing Committee since January 2018.
In January 2022, Bao Hui was appointed as the Party Secretary and Director of the Chengdu Municipal People’s Congress Standing Committee.
Li Yun, male, Han nationality, born in February 1973 in Zigong, Sichuan, holds a Ph.D. while remaining in service.
Li Yun has previously worked at the China Southwest Architectural Design and Research Institute and Chengnan Investment Co., Ltd. Since February 2008, he has held various positions including Chairman of the Labor Union, Director, and Deputy General Manager of Chengdu Xingcheng Investment Co., Ltd., as well as Vice Chairman and General Manager of Chengdu Resident Real Estate Co., Ltd.; Secretary of the Party Committee, Chairman, and General Manager of the Chengdu Tianfu New Area Investment Group Co., Ltd., member of the Party Committee of the Sichuan Tianfu New Area Chengdu Branch, and Deputy Director of the Management Committee; Deputy Secretary of the Xin Du District Party Committee, Acting District Chief, and District Chief in Chengdu.
In November 2019, Li Yun was appointed as the Secretary of the Dujiangyan Municipal Party Committee, and later in October 2021, he was promoted to a member of the Party Group and Deputy Mayor of the Chengdu Municipal Government.
Since January 2022, Li Yun has served as Deputy Secretary of the Mianyang Municipal Party Committee, Acting Mayor, and Mayor, as well as Secretary of the Party Committee of the Mianyang Science and Technology City.
Earlier, on January 21st, the Sichuan Provincial Commission for Discipline Inspection and Supervision announced that Wu Mingyu, a member of the Party Group of the Mianyang Municipal Government and Deputy Mayor, is suspected of serious violations of discipline and law and is currently under investigation.
On January 26th, the Party Group of the Mianyang Municipal Government held a meeting to report on the decision of the Sichuan Provincial Commission for Discipline Inspection and Supervision to investigate Wu Mingyu. Li Yun, in his capacity as Deputy Secretary of the Mianyang Municipal Party Committee, Mayor of Mianyang City, and Party Secretary, presided over the meeting and delivered a speech.
Since 2026, the Central Commission for Discipline Inspection and National Supervision Commission has publicly announced investigations into the central-level cadres, with a total of 6 people involved.
