Simultaneously, the CCP is initiating an overseas “return to China” operation targeting individuals connected to Zhang Youxia. Through pressure tactics, they aim to compel these individuals to return to China.

This “recall” operation employs various tactics: coercion and inducement, promising “the Party provides you with bread, the Party provides you with a future, the Party provides you with security” to persuade individuals to return, while also resorting to intimidation and pressure – using family members as hostages (claiming that relatives have been controlled or even kidnapped) to expedite their return to China, preventing them from facing trouble abroad (such as accusations of defection) or speaking out publicly.

This is part of Xi Jinping’s “dual-line strategy” to control the situation: externally by forced recall and internally through secret detentions or direct executions.
