On January 20th, Wang Jianwu, former deputy director of the Public Security Bureau of Zhenxiong County, Yunnan Province, once again reported multiple issues involving the director of the county’s petition bureau, Li Weiguo, suspected of falsifying documents. Previously, Wang had reported Li Weiguo in writing to several departments, but the related content had been repeatedly complained about and requested for removal, including complaints from members of the Zhenxiong County Petition Bureau Union Committee.
This January 2nd, Wang Jianwu publicly reported Li Weiguo, director of Zhenxiong County Petition Bureau, on social media with his ID card, accusing him of fabricating personal party membership files to advance his career. The video release sparked widespread attention.
According to The Paper, Wang Jianwu stated that he chose to make the information public in 2024 after his written report yielded no results, and he is willing to take full responsibility.
“Wang Jianwu claimed that Li Weiguo joined the party before turning 18, and because his father was the village secretary, he helped him forge the files, which can be verified by checking the records,” stated Wang Jianwu. In 2024, he had reported Li Weiguo in writing to several departments, suggesting that handwriting analysis could be conducted to determine when the party application was written.
After releasing the aforementioned report publicly, Wang Jianwu claimed that the related content was repeatedly complained about and demanded for removal, including complaints from the “Zhenxiong County Petition Bureau Union Committee.”
In screenshots of the “complaint records” presented by Wang Jianwu, the complainants were from the “Zhenxiong County Petition Bureau Union Committee,” with valid identification. Although contact names and numbers were provided, they were hidden by the platform.
Why report Li Weiguo? Wang Jianwu stated that Li Weiguo had previously worked for the county’s Discipline Inspection Commission and supervisory department, and had handled his cases.
According to information from the Zhenxiong County government’s official website, on August 8, 2024, the Zhenxiong County People’s Congress passed a decision appointing Li Weiguo as the director of the Zhenxiong County Petition Bureau. Currently, the person in charge of the Zhenxiong County Petition Bureau publicly announced is still Li Weiguo.
On January 21st, Li Weiguo responded, stating that the content of the accusations made by Wang Jianwu against him was all untrue.
Regarding the public accusations made by Wang Jianwu, staff at the Zhenxiong County Petition Bureau answering the phone stated they were “not clear” about it.
Previously reported, Wang Jianwu served as a member of the Party Committee and deputy director of the Public Security Bureau of Zhenxiong County, Zhaotong City, Yunnan Province. On September 13, 2021, Wang Jianwu was sentenced to seven years in prison for bribery and dereliction of duty. After appealing, the case was sent back for retrial.
On March 19, 2024, the court upheld the verdict of Wang Jianwu being guilty of bribery and dereliction of duty, reducing the sentence from seven years to four years. Wang Jianwu filed another appeal against this verdict. On December 23 of the same year, the Zhaotong Intermediate Court rejected the appeal and upheld the original sentence.
