Former Mayor Wen Bin of Sansha, Hainan, Under Investigation – People Celebrate with Drumming and Gong Beating

Recently, former vice secretary of the Communist Party of China (CPC) Hainan Sansha City Committee and former mayor Wen Bin has been investigated. Subsequently, a video circulating online shows that some people from Lingshui County, where Wen Bin previously served as county party secretary, were seen taking to the streets, holding up signs, beating drums, and celebrating Wen Bin’s downfall.

According to the video footage, numerous residents of Lingshui County, including children, marched on the streets carrying signs. After the footage was posted on social media platforms, it sparked discussions among netizens.

On January 16, the official announcement stated that Wen Bin, former vice secretary of the Sansha City Committee and former mayor of the city government, is suspected of serious violations of discipline and law, and is currently under investigation.

Public records show that Wen Bin, born in June 1972 in Wanning, Hainan, joined the CPC in June 1992 and started working in July 1994.

Wen Bin has long served in the financial system of Hainan Province, holding positions such as deputy director and director of the Hainan Provincial Department of Finance, as well as director of the Provincial Finance Information Center. Since November 2012, he has successively served as director and party secretary of the Haikou City Finance Bureau, deputy mayor and party member of the Haikou City, and concurrently served as the party secretary of the State-owned Assets Supervision and Administration Commission of the city government.

In March 2020, Wen Bin was appointed as the party secretary (deputy bureau level) of the Lingshui County Committee of Hainan Province. In December 2023, he was transferred to the CPC Sansha City Committee as a member, standing committee member, vice secretary, and also served as the party secretary of the city government, deputy mayor, and acting mayor. In January 2024, Wen Bin became the mayor of Sansha City.

Sansha City was established in 2012 and covers Xisha, Nansha, and Zhongsha Islands, with a land area of 13 square kilometers and a sea area of over 2 million square kilometers.

It is worth mentioning that several leading officials of Lingshui County, Hainan Province have previously been investigated.

In September 2005, Wu Guanghua, who was the county party secretary of Lingshui County at the time, was arrested for bribery. He was sentenced to 13 years in prison after the first trial.

After Wu Guanghua, Jiang Hua’an, who served as county party secretary of Lingshui County from January 2005 to July 2006, was investigated in November 2020.

Furthermore, Cao Wen, who served as deputy party secretary of Lingshui County Committee since 2011, was also investigated in July 2020.
