Jiangsu petitioner accuses Beijing police station of depriving them of medical rights

Jiangsu petitioner Yang Li, who has been illegally deprived of medical rights for a long time, has now progressed to end-stage renal disease. On the morning of January 12, she and her father Yang Guoliang went to Yinquan Mountain on the west side of the Summer Palace in Beijing to seek help from the Chinese Communist Party leader Xi Jinping for medical treatment. However, they were intercepted by the police from the Sijiqing Police Station of the Haidian Branch of the Beijing Public Security Bureau and illegally detained at the case center for over ten hours. The police, despite knowing the critical condition of Yang Li’s illness, refused to allow her to seek medical treatment.

Around 7 p.m. that evening, the police officers from the station brought Yang Li and her father back to the Sijiqing Police Station, and later handed them over to the black security guards hired by the Jiangsu Office in Beijing, forcibly taking them back to Jiangsu.

By the time Yang Li and her father were brought back to Jiangsu, it was already in the early hours of January 13. They were abandoned in a remote area far from home, with Yang Li unable to sit or stand due to injuries sustained from being kicked by the police. In the afternoon of the same day, Yang Li, with great effort despite her illness, accompanied by her father, went to the Binhu Police Station to find the station chief, Ma Yunpeng, to question why they were repeatedly prevented from seeking medical treatment. However, Ma Yunpeng did not show up. As a result, Yang Li was summoned to the case center of the Dongcheng Police Station and detained on suspicion of provocation and troublemaking without any legal documentation provided throughout the process.

Yang Caiying, Yang Li’s sister in Japan, told a reporter from Epoch Times, “Systematic medical deprivation has become a core means of stability maintenance for the Chinese Communist Party from local to central levels. The Chinese Communist police have completely become thugs and incorporated elements of the black society.”

On January 14, Yang Li filed a complaint on the Ministry of Public Security’s website accusing the Sijiqing Police Station of the Haidian Branch of the Beijing Public Security Bureau of serious illegal infringement. They not only illegally deprived the medical rights of citizens and unlawfully restricted personal freedom but also coordinated with locally employed intercepting black security guards to facilitate the kidnapping of an end-stage uremic patient and her father.

Yang Li stated that she filed the complaint to request an investigation into and handling of the above illegal actions by the Sijiqing Police Station of the Haidian Branch of the Beijing Public Security Bureau and related personnel, to hold them accountable under the law, and to protect her basic medical rights and personal safety as a critically ill citizen in accordance with the law.

Yang Li added that if the Ministry of Public Security refuses to correct the mistakes in accordance with the law, to hold responsible parties accountable, and continues to condone the trampling of human rights within the public security system, she will publicly call for the resignation of the Minister of Public Security, Wang Xiaohong.

She further mentioned that due to her exposure of major issues related to illegal land acquisition and demolition in Jintan District, Changzhou City, Jiangsu Province, she has been systematically suppressed and persecuted by the Jiangsu authorities for a long time. From February 2023 to September 2024, during her medical visits to Beijing with her mother, they were intercepted, kidnapped, and prevented from seeking medical treatment by the Jiangsu Office in Beijing and the black security guards they employed on over 30 occasions, which directly led to the continuous deterioration of her kidney disease and a significant worsening of her mother’s heart condition.

Yang Li emphasized that in order to further sever her family’s medical and living conditions, the Jiangsu authorities deliberately withheld all of her father Yang Guoliang’s savings of 1.3 million RMB swindled by the bank manager and have not yet returned them.

During her illegal detention, the Changzhou Detention Center and relevant public prosecution and judicial authorities refused to provide necessary professional medical treatment and bail for medical treatment under the pretext of leadership orders, subjecting her to continuous systemic medical deprivation, which has directly persecuted her to end-stage uremia. The hospital repeatedly notified her that she could die at any time.
