Taiwan’s Bamboo Union Gang’s Vice President of Nanhing Association, Huang, led a water collection group in collusion with Cambodia’s “Zhaogong Group” to swindle through love scams and fake investment schemes. The Criminal Police Bureau of the Republic of China announced today (5th) that 4 crackdown operations have been launched, with a total of 22 suspects being apprehended and prosecuted according to the law.
The Taiwan Criminal Police Bureau analyzed data from the 165 Anti-Fraud System platform recently and discovered that investment scam tactics start by eliminating victims’ guard through online dating and fake romantic relationships, then further entice victims to purchase virtual currency for investment at physical virtual currency trading points operated by fraud groups, and according to the suspects’ instructions, transfer the virtual currency to the electronic wallets controlled by the fraud groups, gradually depleting victims’ life savings.
The Criminal Police Bureau targeted such cases for investigation and found that two virtual currency exchanges, “Longfu Technology” and “Golden Coin Technology,” were heavily implicated. As a result, a special task force was formed and reported to the New Taipei City District Prosecutors Office for investigation.
Upon investigation, it was discovered that the trading point of the fake currency was led by Huang, the Vice President of the Nanhing Association of the Bamboo Union Gang, who coordinated with the gang’s members from Hongren and Mingren Association to form a fraudulent money laundering “water collection line,” collaborating across borders with the fraud organization “Zhaogong Group.” The Zhaogong Group’s Cambodia-based scam operation first defrauded victims, then utilized the gang’s human resources advantage to be responsible for multi-layered money collection and creating breakpoints in the flow of funds through purchasing virtual currency, in order to hide and disguise illegal gains.
After several months of investigation by the special task force, a series of crackdown operations were carried out on July 30, August 5, August 26, and October 8, 2025, resulting in the apprehension of the main suspect Huang and 22 others. Cash amounting to NT$1.51 million, 14.6 grams of marijuana, a pair of gang plaques from the Mingren Association, 21 mobile phones, and 1 computer were seized as relevant evidence. Following the investigation, the case was referred to the New Taipei District Prosecutors Office for further investigation for offenses including fraud under the Criminal Code, offenses under the Anti-Fraud Prevention Act, the Organized Crime Prevention Act, and the Anti-Money Laundering Act.
The Criminal Police Bureau urges the public to carefully verify investment advertisements and choose to invest and manage finances through legal and transparent trading platforms, and not to engage in buying or selling with currency dealers of unknown origins through the internet or referrals from “online friends,” as this could easily lead to falling into a fraud trap.
