According to a report released by the Taiwan National Security Bureau on Sunday (4th), in 2025, the Chinese Communist Party (CCP) increased its network attacks on critical infrastructure in Taiwan by 6% compared to the previous year, reaching 2.63 million times per day. The targets range from hospitals to banks, with some cyber attacks synchronized with military exercises, posing a “hybrid threat” to Taiwan.
In recent years, Taiwan has accused the CCP of conducting a “hybrid war” by escalating military and political intimidation tactics towards Taiwan, from frequent military exercises around the island to the continuous spread of misinformation and launching cyber attacks.
The report on the “2025 CCP Cyber Threat Analysis on Taiwan’s Critical Infrastructure” indicates that in 2025, the average daily cyber attacks against Taiwan by the CCP increased by 113% compared to the initial data released in 2023, particularly intensifying attacks in areas such as energy, emergency response, and hospitals.
The report highlights the CCP’s intentional efforts to systematically destroy Taiwan’s critical infrastructure, aiming to “paralyze the functionality of the Taiwanese government and society.”
The Taiwan National Security Bureau stated that the actions of the CCP’s “cyber army” are closely linked to military and political pressure. For instance, during 40 so-called “joint war readiness patrols” near the Taiwan Strait, 23 of them witnessed a noticeable escalation in cyber attacks.
Simultaneously, during significant celebrations or high-level government visits in Taiwan, such as President Lai Ching-te’s anniversary speech last May and Vice President Hsiao Mei-chin’s address at the “Inter-Parliamentary Alliance on China” (IPAC) summit in the European Parliament in November, CCP’s hacker activities targeting Taiwan are also heightened.
The report reveals that the CCP not only launches Distributed Denial of Service (DDoS) attacks in an attempt to disrupt Taiwan’s everyday telecommunications networks but also conducts cyber attacks on telecom intermediaries to steal intelligence and infiltrate Taiwan’s telecom networks.
The Taiwan National Security Bureau identified five major CCP hacker organizations, including BlackTech, FlaxTyphoon, Mustang Panda, APT41, and UNC3886. These organizations have designated critical infrastructure in Taiwan concerning energy, healthcare, communication, government, and technology sectors as key attack targets.
Technological parks like TSMC, the core of Taiwan’s semiconductor industry, have also become prime targets for CCP cyber attacks, aiming to steal cutting-edge technology using various hacking techniques.
Since 2025, intelligence and cybersecurity agencies from countries in the Indo-Pacific region, NATO, and the European Union have repeatedly highlighted that the CCP is a major source of global cybersecurity threats.
Faced with the CCP’s cyber threat, the Taiwan National Security Bureau stated that it will maintain information security coordination and reporting mechanisms with intelligence teams and relevant government agencies to respond promptly to CCP’s cyber threats.
