【Epoch Times News, December 27, 2025】The closing meeting of the standing committee of the National People’s Congress (NPC) of the Chinese Communist Party was held today on the 27th. After the meeting, it was officially announced that Zhang Shengmin had replaced He Weidong as the deputy director of the Military Election Committee. He Weidong, He Hongjun, and 8 others were disqualified as NPC deputies, including Senior General Wang Renhua, Secretary of the Central Military Commission’s Political and Legal Affairs Commission, Senior General Zhang Hongbing, Political Commissar of the Armed Police Force, and Major General Wang Peng, Minister of the Central Military Commission’s Training Management Department, were confirmed to have been implicated for the first time. Despite over half of the members of the Military Election Committee falling into trouble, an updated list of members has not been disclosed for unknown reasons.
According to Xinhua News Agency on December 27th, the standing committee of the NPC of the CPC appointed Zhang Shengmin as the deputy director of the CCP Military Election Committee.
The announcement also revealed that former Vice Chairman of the CCP Military Commission, He Weidong, was relieved of his duties as an NPC deputy.
Others disqualified as NPC deputies include former Jiangsu State Assets Supervision and Administration Commission Director Xie Zhengyi, former Vice Chairman of the Hunan Provincial People’s Congress Ulan, former Vice Chairman of the Xinjiang Regional Political Consultative Conference Jin Zhizhen, former Executive Deputy Director of the Political Work Department of the Central Military Commission He Hongjun, Major General Wang Peng, Wang Renhua, and former Armed Police Political Commissar Zhang Hongbing, among other military leaders.
Prior to the Fourth Plenary Session of the CPC held in October this year, He Weidong, along with Miao Hua, He Hongjun, and nine other senior generals, were expelled from the Party and the military on charges of “serious violations of duty.” The Fourth Plenary Session of the CPC appointed Zhang Shengmin as the Vice Chairman of the Central Military Commission.
Rumors of Wang Renhua and Zhang Hongbing’s troubles had been circulating beforehand. Absentees at the Fourth Plenary Session included Wang Renhua, a member of the Central Political and Legal Affairs Commission and Secretary of the Political and Legal Affairs Commission of the Central Military Commission, and Zhang Hongbing, Political Commissar of the Armed Police Force. Wang Renhua’s name was removed from the leadership list of the Central Political and Legal Affairs Commission’s official website on October 25, indicating his downfall.
This marks the first confirmation of Wang Peng’s implication.
It is worth noting that the NPC website currently only lists Zhang Shengmin as the deputy director of the CCP Military Election Committee, with no information on other personnel adjustments within this committee.
The CCP Military Election Committee is primarily responsible for “electing” NPC deputies from the military and scrutinizing the qualifications of military NPC deputies.
Following the 20th National Congress of the CPC, the standing committee of the NPC of the CPC issued a list of this term’s Military Election Committee members in December 2022. The Chairman was Zhang Youxia, the Vice Chairman was He Weidong, and the members included Li Shangfu, Liu Zhenli, Miao Hua, Zhang Shengmin, Zhong Shaojun, Wang Renhua, He Hongjun, Wang Chengnan, and Sun Bin, totaling 11 members.
In September 2024, the standing committee of the NPC announced the appointment of Fang Yongxiang as a member of the Military Election Committee. At that time, Fang Yongxiang had been promoted to Director of the General Office of the Military Commission, and his entry into the Election Committee was seen as a replacement for Zhong Shaojun, the former Director of the General Office of the Military Commission who had since taken up a position as the Political Commissar of the National Defense University. However, there is no indication of Zhong Shaojun being relieved of his duties within the Election Committee at that time.
On October 28, 2024, the standing committee of the NPC relieved Sun Bin, the deputy director of the Audit Office of the Military Commission, of his duties as an NPC deputy.
Following the Fourth Plenary Session, official information revealed that Zhong Shaojun had been replaced in his position as the Political Commissar of the National Defense University, with rumors of his arrest circulated. Fang Yongxiang, the Director of the General Office of the Military Commission, had been missing for some time. Despite being a candidate for a Central Committee member and expected to be appointed as such in order, he was skipped over during the Fourth Plenary Session, leading to speculation that he is under investigation.
Thus far, out of the original members of the Military Election Committee, He Weidong, Li Shangfu, Miao Hua, He Hongjun, Wang Renhua, Sun Bin, Zhong Shaojun, and Fang Yongxiang, a total of 8 individuals, have been confirmed to be implicated. However, the authorities have not announced any changes in the personnel of the entire Election Committee, for reasons unknown.
According to official sources, the National People’s Congress will convene on March 5 next year in Beijing. The CCP National Committee recently held a chairperson meeting, proposing that the CCP National Committee meeting be held on March 4 next year in Beijing.
