Shenzhen officials shaken. On December 15, Dai Beifang, 69 years old and retired for 5 years, former Chairman of the Shenzhen Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC), announced he is under investigation. He previously served as Deputy Secretary of the Shenzhen Municipal Party Committee. Dai Beifang is the 60th senior official investigated by the Central Commission for Discipline Inspection of the Communist Party of China (CCDI) and the National Supervisory Commission publicly since the beginning of the year.
On December 15, the CCDI and the National Supervisory Commission website reported that Dai Beifang, former Party Secretary and Chairman of the CPPCC in Shenzhen City, Guangdong Province, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision investigation by the Central Commission for Discipline Inspection and the National Supervisory Commission.
Public records show that Dai Beifang was born in August 1956 in Huizhou, Guangdong, and started working in August 1973. He worked long term in Shenzhen City, serving as Party Secretary of the Yantian District Committee, member of the Standing Committee and Minister of the Propaganda Department of the Shenzhen Municipal Party Committee, member of the Standing Committee and Secretary-General of the Shenzhen Municipal Party Committee, and member of the Standing Committee and Minister of the Organization Department of the Shenzhen Municipal Party Committee.
In December 2012, Dai Beifang was appointed Deputy Secretary of the Shenzhen Municipal Party Committee, Chairman of the Shenzhen Municipal CPPCC in June 2015, and resigned in September 2020.
During Dai Beifang’s tenure as Chairman of the Shenzhen Municipal CPPCC, he worked alongside the fallen “tiger” Chen Rugui. Chen Rugui served as Mayor of Shenzhen City from 2017 to 2021, then stepped down to become Vice Chairman of the Standing Committee of the Guangdong Provincial People’s Congress and a member of the Party group. He was investigated in June 2022.
