Recently, many petitioners visiting Beijing have been intercepted, causing congestion at Jiujing Zhuang, a place where petitioners are gathered. Retired university teacher Gu Guoping from Shanghai was intercepted near Zhongnanhai in Beijing and sent to Jiujing Zhuang. Due to the overwhelming number of petitioners, Jiujing Zhuang has opened new buildings to accommodate more petitioners, leading to Shanghai petitioners being sent back in batches.
On April 27, Gu Guoping and 10 other petitioners from Shanghai arrived in Beijing to present their grievances. Gu Guoping had returned to Beijing following his arbitrary detention in Shanghai after being taken away on March 19 while on Bus Route 14. At 3:40 pm on the 27th, Gu Guoping and others went to the National People’s Congress Office, with over an hour until closing time, but they were already turned away.
Gu Guoping told Dajiyuan that the normal reception time on the 27th was until 5 pm, but they were not received by the office, so they had to go to so-called non-petition locations. On the 28th at 2 pm, they went to Lixue Hutong near Zhongnanhai, where there were many police officers on duty. They were checked for identification here and then sent to Jiujing Zhuang.
A fellow petitioner remarked, “Jiujing Zhuang is already beyond its capacity and has opened new buildings. Due to the excessive number of people, some will leave the day after tomorrow, while I will leave tomorrow.”
On April 26, veterans He Fanrong and Yang Ziyou from Yubei District, Chongqing, sent out distress calls, stating that they were taken to the bus stop at No. 13 Maojiawan Hutong in Dongcheng District, Beijing, after having their IDs checked at Beijing Railway Station. They were detained at the Qianmen Bus Station Police Station while applying for transportation cards at the bus station.

Shanghai petitioner Lao Hu arrived in Beijing on April 24 and mentioned, “Police at Taoranting Bridge in Beijing blocked petitioners from going to Zhongnanhai. I took Bus Route 14 to Liuheko Station, where police checked my ID and sent me back to Shanghai the same day.”
Li Xiaorong from Fuling District, Chongqing, was forcibly abducted by unidentified individuals around 12:30 pm on April 23 in Wenquan Huayuan, Changping District, Beijing, and is currently missing.
Dajiyuan reporter tried calling Li Xiaorong’s mobile phone, but the call couldn’t be connected.
