On April 21, former Vice President of the China Development Bank, Li Jiping, was sentenced to 14 years in prison.
According to a report by CCTV News, the Intermediate People’s Court of Xinyang City, Henan Province, pronounced the verdict on April 21. Li Jiping was found guilty of accepting illegal bribes totaling 57.3 million yuan (RMB) from 2001 to 2021, and sentenced to 14 years in prison with a fine of 4 million yuan.
Public records show that Li Jiping, 70 years old this year, is from Dalian, Liaoning Province. He started working at the China Development Bank in 1994, where he held positions such as Director of the Policy Research Office and Branch President of Sichuan Province. In 2008, he became the Vice President of the China Development Bank and retired in January 2016 after 22 years of service.
Li Jiping was investigated on March 13, 2024, eight years after stepping down as Vice President of the China Development Bank. He was expelled from the party on August 1, 2024, and indicted in November of the same year. On February 14, 2025, the first trial was held, during which Li Jiping pleaded guilty.
In recent years, many high-ranking executives at the China Development Bank have been implicated in corruption cases.
In July 2023, Wang Yongsheng, former member of the Party Committee and Vice President of the China Development Bank, was investigated and sentenced to 12 years in October 2024.
In May 2023, Zhou Qingyu, former member of the Party Committee and Vice President of the China Development Bank, was investigated and sentenced to 14 years in November 2024.
In June 2022, Fu Xiaodong, former Party Secretary and President of the Henan Branch of the China Development Bank, was investigated and sentenced to 10 years in April 2023.
In December 2021, Liu Chunsheng, former Party Secretary and President of the Hainan Provincial Branch of the China Development Bank, was investigated.
In November 2021, Ni Xianmeng, former member of the Party Committee and Vice President of the Zhejiang Provincial Branch of the China Development Bank, was investigated.
In July 2021, Xu Weihua, former Party Secretary and President of the Hainan Provincial Branch of the China Development Bank, and Lin Fang, former Party Secretary and President of the Hubei Provincial Branch of the China Development Bank, were investigated.
In April 2021, Zhang Maolong, former Director of Operations at the China Development Bank, was investigated.
In January 2021, Zhang Linwu, a senior expert in the Second Bureau of Evaluation at the China Development Bank, was investigated.
Hu Huaibang, former Party Secretary and Chairman of the China Development Bank, was investigated in July 2019 and sentenced to life imprisonment in January 2021.
Yao Zhongmin, former Deputy Secretary of the Party Committee and Chairman of the Supervisory Board of the China Development Bank, was investigated in June 2016 and sentenced to 14 years in August 2017.
Interestingly, based on their resumes, Zhou Qingyu, Wang Yongsheng, Li Jiping, and others were all subordinates of the “financial tiger” Hu Huaibang.
A notification from the Intermediate Court of Changchun City stated that Zhou Qingyu “exposed the criminal acts of others, which were verified and recognized as meritorious deeds.” As for whom Zhou Qingyu exposed, it remains unknown to the public.
