Former Deputy Secretary of Guizhou Discipline Inspection Commission Zhang Ping Prosecuted for Particularly Large Bribery Amount

Recently, former Vice Secretary of the Guizhou Discipline Inspection Commission under the Chinese Communist Party, Zhang Ping, has been prosecuted for allegedly accepting bribes amounting to a particularly large sum.

According to the Supreme People’s Court of the CCP on January 9th, the investigation into the bribery case involving Zhang Ping, former Vice Secretary of the Guizhou Provincial Discipline Inspection Commission and former Deputy Director of the Provincial Supervision Commission, has concluded. Designated by the court, the First Branch of the Tianjin Municipal Procuratorate will review and prosecute the case. Recently, the First Branch of the Tianjin Municipal Procuratorate has filed a public prosecution to the First Intermediate People’s Court of Tianjin.

The prosecution alleges that Zhang Ping, by taking advantage of his positions as Director of the Comprehensive Office of the Guizhou Provincial Discipline Inspection Commission, Member of the Guiyang Municipal Committee, Secretary of the Disciplinary Commission, Deputy Secretary of the Guiyang Municipal Committee, Vice Secretary of the Guizhou Provincial Discipline Inspection Commission, and Deputy Director of the Provincial Supervision Commission, used his authority and status to seek benefits for others, unlawfully accepted property from others, with a particularly large amount involved, rendering him criminally liable for the crime of accepting bribes.

On April 3, 2024, it was officially reported that Zhang Ping was under investigation. Prior to his downfall, Zhang Ping ranked second among the three Vice Secretaries and Deputy Directors of the Guizhou Discipline Inspection Commission and Supervision Commission. On October 7th, it was officially reported that Zhang Ping had been expelled from the Party and handed over to judicial authorities.

At that time, the report stated that Zhang Ping resisted the investigation; failed to truthfully explain issues during conversations; violated rules by intervening in disciplinary and law enforcement activities; deeply involved in “binding” relationships with private business owners, engaging in corrupt transactions; used his position to benefit others in business operations, project advancements, and job promotions, and unlawfully accepted large sums of money.

Public records show that Zhang Ping was born in Nan Zhang, Hubei in August 1964, started working in July 1986, and worked in Guizhou for many years. He held various positions such as Deputy Director and Director of the Comprehensive Office of the Guizhou Provincial Discipline Inspection Commission, Deputy Director of the Provincial Supervision Department, Member of the Guiyang Municipal Committee, Secretary of the Disciplinary Commission, Deputy Secretary of the Guiyang Municipal Committee, Party Committee Secretary of the Standing Committee of the People’s Congress of Anshun City in November 2016, and Chairman of the Standing Committee of the People’s Congress of Anshun City in January of the following year.

In April 2017, Zhang Ping became Vice Secretary of the Guizhou Provincial Discipline Inspection Commission; in February 2018, he also served as Deputy Director of the Guizhou Provincial Supervision Commission until he was investigated.
