Former Director of Anti-Drug Bureau of the Ministry of Public Security, Liu Yuejin, Indicted

Former Assistant Minister of the Ministry of Public Security of the Chinese Communist Party and former Director of the Anti-Drug Bureau, Liu Yuejin, has been prosecuted for alleged involvement in a massive bribery case. He used to work under former Ministers of Public Security Meng Jianzhu and Guo Shengkun.

According to news from the Supreme People’s Procuratorate of the Chinese Communist Party on December 26th, Liu Yuejin, a member of the 13th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) (vice-ministerial level), has concluded the investigation of a bribery case. As designated by the Supreme People’s Procuratorate, the case will be prosecuted by the Fuzhou City Procuratorate in Fujian Province. Recently, the prosecution has been filed with the Intermediate People’s Court of Fuzhou.

The prosecution alleges that Liu Yuejin, while holding positions such as Deputy Director of the Tanggu Sub-Bureau of the Tianjin Municipal Public Security Bureau, Director of the Anti-Drug Bureau of the Ministry of Public Security, Assistant Minister of the Ministry of Public Security, Deputy Director and Office Director of the National Narcotics Control Commission, and Commissioner of Counter-Terrorism of the Ministry of Public Security, took advantage of his positions to seek benefits for others, illegally accepted property from others. The amount involved is particularly large, and he shall be held criminally responsible for the crime of accepting bribes.

On March 18th of this year, the Chinese Communist Party announced that Liu Yuejin was under investigation. Six months later, he was expelled from the Party and transferred to judicial authorities.

Born in January 1959 in Ningyuan, Hunan Province, Liu Yuejin graduated from the Criminal Investigation Department of Southwest University of Political Science and Law. He worked for a long time at the Tianjin Municipal Public Security Bureau, holding positions such as Secretary of the Youth League Committee of the Public Security Bureau, Deputy Director of the Public Security Sub-Bureau, Director of the Criminal Investigation Department of the Municipal Public Security Bureau, Deputy Director of the Municipal Public Security Bureau, Deputy Director and Director of the Criminal Investigation Department of the Tianjin Municipal Public Security Bureau, and so on.

In 2001, Liu Yuejin was directly transferred to the General Office of the Ministry of Public Security.

In 2010, Liu Yuejin was promoted by the then Minister of Public Security, Meng Jianzhu, to the position of Director of the Anti-Drug Bureau (at the level of a bureau chief).

Liu Yuejin once led the “Mekong River 10.5 Case.” According to official media reports, in October 2011, the “Naw Kham Group” on the Myanmar-Thailand border killed 13 Chinese crew members on two cargo ships on the Mekong River. Liu Yuejin, the Director of the Anti-Drug Bureau of the Ministry of Public Security at the time, served as the head of the special task force.

In November 2014, Liu Yuejin served as an assistant Minister of the Ministry of Public Security (under the Minister Guo Shengkun at the time); meanwhile, Meng Jianzhu was the Secretary of the Party Committee of the Chinese Communist Party’s Political and Legal Affairs Commission.

From December 2015 to 2020, Liu Yuejin was a member of the Party Committee of the Ministry of Public Security and the Counter-Terrorism Commissioner (at the vice-ministerial level). In June 2020, his titles as Counter-Terrorism Commissioner and Party Committee Member were revoked.

From 2018 to 2023, Liu Yuejin served as a member of the National Committee of the CPPCC and a member of the Foreign Affairs Committee.

Political commentator Li Lin once told the media that Liu Yuejin was an assistant to Guo Shengkun, but his relationship with Meng Jianzhu was closer, and his downfall is likely related to Meng Jianzhu.
