Last month, a mother and her daughter were taking a walk in a park in Ganzhou City, Jiangxi Province, only to be viciously attacked by four large dogs, leaving the mother in critical condition. However, the compensation issue had remained unresolved for over a month until the incident was exposed by relatives and friends, leading to some progress.
The park’s CCTV footage showed that on the morning of November 17th around 10:28 a.m., a middle-aged woman was walking with her daughter in the park when she suddenly noticed four unleashed large dogs following them without their owners present. The woman hurriedly took her daughter to the lawn to seek refuge but was still surrounded and attacked by the four dogs. She shielded her daughter underneath her body, and after about three minutes, a man riding an electric bike arrived and drove the dogs away.
According to Mr. Zeng, the woman’s husband, speaking to Yangcheng Evening News on December 19th, his wife sustained severe injuries with over a dozen open wounds all over her body, with the most serious wound exposing bone. While his daughter, protected by her mother, had less severe injuries, her chest was bitten to the size of a duck egg, and deep bite marks were left on her back.
Mr. Zeng also mentioned that his wife had undergone over five hours of surgery to be saved and, although discharged from the hospital, still required assistance to walk. His daughter had received debridement and suturing treatments and was currently in recovery, but the shock had prevented her from returning to nursery school.
Currently, the initial medical expenses had reached 35,000 yuan, and further rehabilitation is needed. The “bystander” who drove away the pack of dogs in the video turned out to be the dogs’ caregiver, as the dog owners have yet to show up and have only communicated with Mr. Zeng through the caregiver, offering compensation of 32,000 yuan citing financial difficulties.
The police investigation revealed that the four large dogs were usually kept in a temple located within Binjiang Park, and their owner lived in Gaolou Village under the jurisdiction of Shuinan Street Office, Zhanggong District, who is a local construction contractor.
Mr. Zeng told Jiupai News that it was challenging to protect their rights after the incident, and it was only after relatives and friends exposed the matter that there was progress; otherwise, it might have been overlooked. He questioned why the dog owner had been keeping dogs in the park for so long without the relevant authorities fulfilling their monitoring duties.
On the same day, the Ganzhou City police in Jiangxi Province announced that at 10:30 a.m. on November 17th, Wang, while walking his dogs, failed to fulfill his safety management obligations, resulting in two pedestrians being bitten. Currently, the dogs involved have been restrained, and the individuals involved, Zhong and Wang, have been subject to criminal coercive measures.
