On November 25, 2024, the British Cabinet Minister responsible for national security affairs, Pat McFadden, issued a warning about Russia’s preparations to launch a series of cyber attacks on the United Kingdom and other NATO member countries in an attempt to diminish international support for Ukraine. He urged Western countries to maintain leadership in the new era of Artificial Intelligence (AI) arms race.
At a NATO cyber defense conference held in London on Monday, McFadden announced the UK’s plan to establish a new AI security laboratory to develop better cyber defense tools and consolidate intelligence on foreign cyber attacks.
McFadden cautioned that Moscow had intensified its cyber attacks on countries supporting Ukraine. He called on NATO allies to ensure that businesses and institutions “lock their digital doors in every way possible” to prevent Russian attacks.
According to the pre-released speech transcript, McFadden stated, “Cyber warfare is being waged every day, and our defense is constantly being tested.”
“Military might is one thing, but cyber warfare could disrupt stability and weaken capabilities. Through cyber attacks, Russia could shut off millions of people’s lights. It can shut down power grids. This is the covert war Russia is waging against Ukraine,” McFadden said.
In his speech, he specifically mentioned Russia’s “Unit 29155.” The UK government indicated that this unit had carried out multiple attacks in the UK and Europe.
Moscow had previously denied conducting cyber attacks.
McFadden also warned that Russia might weaponize AI to counter countries supporting Ukraine.
“AI has already fundamentally changed many aspects of life, including national security. But as we develop this technology, it could also be used as a weapon against us, as our adversaries are also studying how to use AI on physical and cyber battlefields,” he remarked.
McFadden serves as the Chancellor of the Duchy of Lancaster. While formally responsible for managing the Duchy of Lancaster’s daily operations, the role holds significant importance within the Cabinet Office, overseeing national security and cyber security in the UK. The position also serves as the “Minister for the Cabinet Office,” responsible for interactions between the central UK government and the devolved governments of Scotland, Wales, and Northern Ireland.
McFadden stated that the newly established AI security laboratory would bring together experts from academia and government to assess the impact of AI on national security and gain better insights into Russia’s use of AI.
He emphasized that Russia would “unhesitatingly” exploit defense vulnerabilities to attack British enterprises and urged allies not to underestimate the threats posed by Russia.
McFadden also mentioned the existence of “unofficial hacker groups” and mercenary associations not directly under Kremlin control, stating that “as long as they do not go against Putin’s interests, they can freely carry out attacks.”
