Director of Zhuhai State-owned Assets Supervision and Administration Commission Li Wenji under investigation, possibly related to Guo Yonghang case.

Recently, Li Wenji, the Director of the State-owned Assets Supervision and Administration Commission of Zhuhai, was officially announced to have been investigated on April 2nd. Li’s downfall followed the arrest of Guo Yonghang, the former secretary of Ma Xingrui, a current member of the CCP Politburo and former secretary of the Zhuhai Municipal Party Committee, who also served as Li’s secretary. Reports suggest that Guo Yonghang’s case is related to the Zhuhai State-owned Assets Supervision and Administration Commission.

According to the official announcement from Guangdong on April 2nd, Li Wenji, the Deputy Secretary-General of the Zhuhai Municipal Party Committee and the Secretary and Director of the State-owned Assets Supervision and Administration Commission, is currently under investigation.

Li Wenji, who previously worked in state-owned or private enterprises in Shenzhen, became the legal representative and chairman of Zhuhai Aviation City in August 2019. In July 2021, Li took on the role of Director of the Zhuhai State-owned Assets Supervision and Administration Commission.

Prior to Li Wenji’s downfall, Guo Yonghang, the Vice Chairman of the Guangdong Political Consultative Conference, was investigated on March 27th. Guo Yonghang was removed from his position as the Secretary of the Guangzhou Municipal Party Committee at the end of last year and transferred to the political consultative conference in January this year.

Media reports indicate that Guo Yonghang was taken away for investigation on March 24th, and on the same day, leaders of the Zhuhai State-owned Assets Supervision and Administration Commission were also asked to assist in the investigation. Guo Yonghang’s investigation may be related to his work during his tenure in Zhuhai.

Guo Yonghang was promoted from Secretary of the Yantian District Committee in Shenzhen to member of the Shenzhen Municipal Party Committee and Secretary-General in May 2015. In February 2018, he was transferred to the position of Secretary of the Zhuhai Municipal Party Committee. In terms of state-owned enterprise affairs, he led the transfer of shares of Gree Electric Appliances. In 2019, Gree Group transferred a 15% stake in Gree Electric Appliances to Gao Heng Capital for 41.662 billion RMB, and the Zhuhai State-owned Assets Supervision and Administration Commission no longer held the controlling stake.

In January 2019, Li Congshan, the Deputy Director of the Zhuhai Municipal Government Office at the time, took over as the Director of the State-owned Assets Supervision and Administration Commission. Li Congshan led Gree Group to make massive investments, and many private entrepreneurs wrote to municipal leaders seeking cooperation. Guo Yonghang instructed state-owned enterprises to “handle with discretion.” However, some projects were later found to have many problems. After Guo left Zhuhai, many state-owned enterprises in the area fell into difficulties.

Li Congshan was investigated in July 2024, and a month before he was taken away for investigation, Wu Aicun, the former Secretary and Director of the Zhuhai State-owned Assets Supervision and Administration Commission, was also investigated. Li Wenji’s investigation now marks the consecutive downfall of all three heads of the Zhuhai State-owned Assets Supervision and Administration Commission.

Although Guo Yonghang’s case is related to Zhuhai, the public is more concerned that Guo Yonghang may also be affected by power struggles within the CCP leadership. Guo Yonghang was Ma Xingrui’s secretary during his tenure in Shenzhen, and the two are also fellow natives of Shandong.

Since Ma Xingrui was removed from his position as the Secretary of Xinjiang in July 2025, he has been absent from important meetings, sparking continuous rumors of his downfall.
