On the eve of the Qingming Festival, victims of the Changsha car scam, Tan Shuping, Beijing petitioners Lin Chunfen and Li Yufeng, went to pay respects to Yang Jia and were detained by Beijing police. According to sources, Tan Shuping himself has an unresolved wrongful case, and in his heart, Yang Jia is a hero.
Tan Shuping’s friend Wang Hao recently told Epoch Times that Tan Shuping went to Beijing to pay respects to Yang Jia and was detained by Beijing police for five days.
On March 26, Lin Chunfen and Li Yufeng, petitioners, went to the Fusha Public Cemetery in Beijing to pay tribute to Yang Jia but were intercepted and detained by police, facing a 7-day administrative detention.
Yang Jia, a native of Shanghai, suffered unjust treatment by the police in 2007, filed multiple complaints to no avail, and was subjected to torture in return. In 2008, he stormed a police station and killed six police officers, causing a sensation at the time.
Wang Hao said that four years ago, Tan Shuping suffered great injustice and traveled a long way to pay respects to Yang Jia because he deeply respected him and admired Yang Jia’s words, “If you don’t give me an explanation, I’ll give you one.”
Before being detained, Tan Shuping told Epoch Times about his ordeal. Four years ago, through a friend’s introduction, he leased 6 luxury cars, including Mercedes-Benz, from Li (who has been sentenced), with a deposit of nearly 1 million yuan, totaling about 3 million yuan including other expenses. “The rental company instructed these unscrupulous individuals to establish a so-called rental company, all of which were temporary establishments.”
At the time, the other party promised that the deposit would be refunded upon return of the cars, but they did not fulfill it later. Tan Shuping and more than a dozen other victims discovered the fraud and reported it multiple times, but the Yue Lu Branch of Changsha Police did not file a case.
Tan Shuping said, “At that time, I had no choice but to push hard, expose this matter, or they would cheat even more money.”
There were about dozens of people in the financial network where Tan Shuping was involved. Seeing the police inaction, some of them took action, caught Li and sent him to the police station, where a case was reluctantly filed. “After the case was filed, the rental company mobilized hundreds of people to our area to seize the cars, and although the police agreed to impound the vehicles, they did not return the money.”
Recently, Tan Shuping stated in his petition materials to the State Council of the Chinese Communist Party that Li had close cooperation with companies such as “Wanding Car Rental” and “Yihao Car Rental”, forming an organized fraud syndicate. However, serious problems were found in the process of handling Li’s fraud case by the Changsha judicial system, including local protectionism, procedural violations, concealing key evidence, and refusing to merge investigations. He demanded a thorough investigation of the “protective umbrella” behind it to uphold judicial fairness and protect the rights of the people.
Tan Shuping said that this rental company has branches in other regions and uses the same methods to deceive victims of their money. “The amount of fraudulent funds could be over a billion. Li is just a scapegoat, working for those rental companies.”
Tan Shuping pointed out that behind the fraud case, there may be power-money transactions and interest delivery. According to information from victim groups, these high-end cars for rent were obtained by rental companies from individuals with backgrounds and connections (not excluding internal personnel of public prosecution and judicial systems), who voluntarily handed over the vehicles for the companies to operate.
In recent years, Hunan Province has been repeatedly plagued by car rental scams, especially luxury car fraud cases. Tan Shuping questioned official involvement behind it, saying, “Some manipulate and share the spoils together. Professional lawyers, public prosecutors, and judicial officers stand for them.”
Tan Shuping stated that the core demands expressed in the petition materials include: thoroughly re-investigate the case, criminally prosecute entities like Wanding company, hold the Yue Lu District judicial system accountable for concealing evidence, and return property with compensation for losses.
