On March 30, the Investigation Bureau of the Ministry of Justice in Taiwan reported the parallel investigation of Chinese enterprises illegally poaching high-tech talents in Taiwan. From March 16 to 26, the bureau conducted investigations into 11 mainland Chinese companies attempting to illegally recruit high-tech professionals from Taiwan, some of which are well-known Chinese companies.
The Investigation Bureau reported on March 30 the parallel investigation of 11 mainland Chinese companies illegally recruiting high-tech talents in Taiwan, disclosing the names of these companies and their operating methods. It was revealed that since August of last year, the Bureau had been planning for this synchronized investigation. Following investigations and evidence collection, they coordinated six field investigation offices under the command of local prosecutor’s offices in Taipei, New Taipei, Shilin, Taoyuan, and Hsinchu. During the synchronized investigation period from March 16 to 26, a total of more than 185 personnel were deployed, 49 locations were searched, and 90 individuals were questioned.
The 11 companies suspected of illegally recruiting high-tech talents in Taiwan are: Huakin Technology Co., Ltd., Anke Innovation Technology Co., Ltd., Jiangsu Hongwei Technology Co., Ltd., Dongguan Juchen Electronics Technology Co., Ltd., Hefei Xinqi Microelectronics Equipment Co., Ltd., Yangjie Electronic Technology Co., Ltd., Beigaozhi Electronics Co., Ltd., Deyi Microelectronics Co., Ltd., Shengbang Microelectronics Co., Ltd., Aqu Technology Co., Ltd., and Suripu Microelectronics Technology (Suzhou) Co., Ltd.
The Investigation Bureau exposed the illegal operations of several well-known Chinese companies. Taking Huakin Technology Co., Ltd. as an example, the company set up a company in Taiwan through Japanese nationals pretending to be overseas Chinese investors to recruit talent and engage in illegal business activities. Huakin Technology Co., Ltd. is an Original Design Manufacturer specializing in smart consumer electronics products, listed on the Shanghai Stock Exchange, ranked 20th in China’s electronic information enterprises in 2024, and leads the global market share.
Anke Innovation Technology Co., Ltd. utilized private establishments in Taiwan by Taiwanese nationals to illegally recruit manpower. The company focuses on the design and manufacturing of mobile charging products, listed on the Shenzhen Stock Exchange, and ranks second globally in the mobile charging field.
Similarly, Shengbang Microelectronics Co., Ltd. also illegally recruits activities in Taiwan through Taiwanese nationals. The company is engaged in research and development and sales of analog chip designs, listed on the Shenzhen Stock Exchange, and is one of the “2025 Hurun China Top 500” companies. Without permission from the Taiwanese government, the company utilized Taiwanese nationals to set up a company in Taiwan to recruit and poach integrated circuit design talents and engage in illegal business activities.
Yangjie Electronic Technology Co., Ltd. indirectly acquired Taiwanese company shares through the acquisition of companies in the British Virgin Islands, recruiting semiconductor engineers in Taiwan without permission from the Taiwanese government and engaging in illegal business activities. The company mainly operates in power semiconductor manufacturing, listed on the Shenzhen Stock Exchange, with several products leading the global market share.
Hefei Xinqi Microelectronics Equipment Co., Ltd. is a national high-tech enterprise in China, focusing on the research and development and manufacturing of direct-write lithography equipment used in printed circuit boards and integrated circuits, listed on the Shanghai Stock Exchange. The company illegally engaged in business activities and talent poaching in Taiwan by directly setting up establishments in Taiwan.
The Investigation Bureau stated that in the era of AI technology, countries are striving to enhance their overall competitiveness through the development of AI and related industries; Taiwan’s semiconductor and integrated circuit design industries form the core key to Taiwan’s global pursuit in developing AI. However, in recent years, Chinese companies have frequently engaged in illegal talent poaching in Taiwan.
