A high school senior in Sichuan, Qing Feng, reported her homeroom teacher for sexual harassment in 2024, but was rejected by the public security agency. After reaching adulthood last year, she took the public security agency to court and successfully overturned the decision, sparking attention online.
According to a report from Southern Weekend on March 29th, Qing Feng, born in 2007, started attending the junior high department of Tianfu Shiwai High School in the Tianfu New Area of Sichuan in 2021. Due to her outstanding academic performance, she was selected to join the school’s “Top 100 Plan” class. In 2022, she directly entered the senior high department, with Chen Yong as her homeroom teacher. According to Qing Feng’s report, Chen Yong continued to sexually harass her for nearly 3 years.
Qing Feng’s lawyer found that in 237 conversations on WeChat between July 2022 and August 2024, 200 of them were initiated by Chen Yong. During summer and winter breaks, Chen Yong would send messages every two days. Initially, Chen Yong would ask about her whereabouts, what she was doing, and share details of his daily life. However, the conversation gradually escalated, with Chen Yong frequently requesting Qing Feng’s selfies and inquiring about her love life, complimenting her beauty, and making inappropriate remarks, even going as far as saying “I love you” to her.
Despite being under investigation, Chen Yong’s messages did not decrease. “He said we are going through hardships together, and he will support me,” Qing Feng said. She also mentioned that Chen Yong would touch her face and hands in the classroom. Testimonies from some students revealed that Chen Yong did indeed touch the faces or hands of students in the class, usually targeting “good-looking female students.”
Qing Feng was not the only student harassed by Chen Yong. According to Qing Feng, in July 2024, a user named “Nicole” on Xiaohongshu shared her experience of being harassed by the same teacher ten years ago. Many girls left comments in the forum claiming to have been harassed, including one named Xiaoxue. Subsequently, Xiaoxue and Nicole collaborated to compile evidence, contacting nearly 20 girls who left comments, of which 9 provided their IDs, materials for reporting, and chat records.
The accounts from multiple complainants showed similarities in Chen Yong’s interactions with some female students, such as praising their appearance and talents on their social media accounts, giving out red envelopes, lipsticks, bracelets, etc. Some materials also mentioned that during private interactions, Chen Yong engaged in behaviors like hugging, leaning close, touching faces or bodies inappropriately.
After contacting Nicole and Xiaoxue, Qing Feng reported the case together on September 16, 2024. However, the Tianfu New Area Sub-bureau of Chengdu Public Security Bureau only filed a case against Chen Yong for harassing others in relation to Xiaoxue and Qing Feng.
In December 2024, Xiaoxue received a “Decision to Terminate Case Investigation” from the Tianfu New Area Sub-bureau of Chengdu Public Security Bureau, citing that the statute of limitations for the harassment case involving Xiaoxue had expired. A month later, Qing Feng also received a “Decision of Non-Administrative Penalty” stating that the existing evidence was insufficient to establish the fact of the violation.
Qing Feng was not satisfied, but she was still a minor at the time and did not have legal capacity to sue. Before the 2025 College Entrance Examination, Qing Feng turned 18, and finally took the public security agency to court with Chen Yong as the third party in the case. The case was filed in the Tianfu New Area Court of Chengdu on July 8, 2025.
On the morning of September 4, 2025, the case against the Tianfu Sub-bureau was not held publicly, and Chen Yong, as the third party, did not appear. On January 7, 2026, the Tianfu New Area Court of Chengdu issued a first-instance judgment. It ruled that Chen Yong, by taking advantage of his position as a teacher, engaged in long-term, high-frequency, intimate chats with underage female students containing sexual implications, deviating from professional ethics, disturbing Qing Feng’s mental peace, learning life, and normal interpersonal development. The court revoked the previous decision made by the public security agency and ordered a reinvestigation.
The Tianfu Sub-bureau of Chengdu Public Security Bureau did not appeal. On March 25, 2026, when a reporter contacted the Wanan Police Station of the Tianfu Sub-bureau of Chengdu Public Security Bureau, the staff refused to respond, citing the confidentiality of the case.
Qing Feng’s victory garnered praise from many netizens online, with comments like “The girl is great and brave,” “She bravely stood up against unlawful behavior, a commendable act of justice,” and “I didn’t expect it was from our Sichuan, keep it up, brave girl! I suggest schools to conduct regular anonymous questionnaires on these situations, as there are likely many similar cases.”
Some also expressed that “minors should also have the right to file complaints and cases, as otherwise, how can harassed minors protect their legal rights if they pass the filing period?”
