Shanxi Former Provincial Governor Jin Xiangjun Arrested on Suspected Bribery Charge

On March 23, former Deputy Secretary of the Shanxi Provincial Party Committee and former Governor of the provincial government, Jin Xiangjun, has been transferred to the prosecutor’s office for review and prosecution on suspicion of bribery. The Supreme People’s Procuratorate of the Communist Party of China has decided to arrest Jin Xiangjun on suspicion of bribery. Recently, the Xinyang City Procuratorate has filed a public prosecution to the Xinyang Intermediate People’s Court.

The indictment accuses Jin Xiangjun of taking advantage of his positions as the Mayor and Party Secretary of Yulin City, Guangxi Zhuang Autonomous Region, Party Secretary of Fangchenggang City, Deputy Mayor and Deputy Party Secretary of Tianjin, Deputy Secretary of the Shanxi Provincial Party Committee, and Governor, as well as the convenience and benefits derived from his authority and status to seek benefits for relevant entities and individuals by illegally accepting property from others. The amount involved is particularly huge, and he should be held criminally responsible for the crime of bribery.

On the evening of April 12 last year, the Central Commission for Discipline Inspection of the Communist Party of China announced that Shanxi Governor Jin Xiangjun was “being investigated for serious violations of discipline and law.” Jin Xiangjun became the first provincial governor to be investigated while in office after the 19th National Congress of the Communist Party of China.

According to reports, Jin Xiangjun was still presiding over a meeting on April 10 last year, but was taken away on the 11th.

Reports suggest that within official circles, aside from corruption, Jin Xiangjun may have committed a serious political taboo by “violating political discipline and rules.”

Jin Xiangjun initially worked in the Policy Research Office of the Sichuan Provincial Science and Technology Commission, and later served in Hainan in 1992 before being transferred to Guangxi Autonomous Region and Tianjin. His peak of power and real authority mainly occurred during his time in Tianjin.

During his last position in Tianjin, Jin Xiangjun served as the Deputy Secretary of the Tianjin Municipal Committee of the Communist Party of China, with Li Hongzhong serving as the Party Secretary of the Tianjin Municipal Committee. Li Hongzhong left his position in Tianjin in December 2022 and Jin Xiangjun was transferred from Tianjin to Shanxi as Governor in the same month.

On April 12, 2025, after the official announcement of the investigation of Jin Xiangjun by the Communist Party of China, the Shanxi Provincial Committee of the Communist Party of China immediately held an expanded meeting of the Standing Committee to report the news of Jin Xiangjun being investigated.

Australian anti-communist internet celebrity Yin Ke had prematurely disclosed on April 11, 2025, through an account on X platform that Jin Xiangjun was under investigation. On April 13, he stated that Jin Xiangjun’s downfall was due to his operations through his fellow villager from Hunan and former Minister of the Central Organization Department, Li Ganjie, in an attempt to become the Deputy Secretary and Governor of Zhejiang. When this plan failed, they intended for Jin to become the Party Secretary of Inner Mongolia, with Jin’s wife and Li Ganjie’s wife allegedly engaging in corruption by selling official positions and titles.

Li Ganjie was suddenly transferred last April to the Minister of the United Front Work Department of the Communist Party of China, taking over the position from the former Minister, Shi Taifeng.

On October 10 last year, Jin Xiangjun was expelled from the Party and dismissed from his post.

According to the report, Jin Xiangjun “discounted, made concessions, and handled matters perfunctorily against the decisions of the Central Committee of the Communist Party of China,” received free “maid-style” services from private entrepreneurs, sought benefits for others and accepted property in the selection and appointment of cadres, held shares in non-listed companies in violation of regulations, engaged in exchanging power and money for sex, and used his position for personal gain in enterprise operation and project contracting, illegally accepting huge sums of money and more.

Jin Xiangjun had his credentials as a delegate to the 20th National Congress of the Communist Party of China terminated.
