Sichuan Province Gongxian Township petitioner Yu Zhongtang’s wife fell seriously ill in 2024 and was on her way to the hospital by car driven by their son. However, they were rear-ended by individuals hired by the government to monitor them, causing a traffic accident. This incident exacerbated Yu Zhongtang’s wife’s heart failure condition. The responsible party has not compensated a single penny until now.
Recently, Yu’s wife’s condition worsened, and due to lack of funds for treatment, Yu Zhongtang entrusted his sister, Yu Fenglian, who lives in Gongxian Township, to urgently seek help from Gongxian County Mayor and Gongxian County Public Security Bureau Director Li Wen.
The siblings Yu have been in multiple difficult situations for over a decade due to disputes over the legal inheritance rights to 8 mu of forest land left by their parents. In 2009, the related department of Gongxian County ruled in favor of their neighbor Yu Mouju. At the same time, the mining rights of the Yu family’s forest land were exploited by Yu Qing, the brother of the secretary of the Gongxian County Political and Legal Committee, Yu Zhu. Therefore, the Yu siblings have been struggling to protect their rights for more than ten years. Legal action has been obstructed, and they have been under prolonged improper surveillance and without financial means to seek help.
In 2013, the brothers Yu Zhongtang and Yu Youtang were violently kidnapped and beaten by hired social idle personnel while reporting problems to higher authorities. As a result of serious injuries, both brothers were unable to work and earn money for several years.
On January 24, 2024, while on the way to the hospital, Yu Zhongtang’s wife, Wang Fuying, was intentionally rear-ended by Wang Difei, a person arranged by the government for surveillance. The car was damaged, and everyone in the car was frightened. The unresolved traffic accident case where Wang Difei is fully responsible remains unsolved to this day.
Yu Fenglian told a reporter, “Now my sister-in-law, Wang Fuying, is critically ill and being treated at the mine hospital. The surgery costs tens of thousands of yuan. My brother is being guarded by corrupt officials in our hometown, and his son is taking care of his mother in the hospital. The government has the money to spend millions or even tens of millions on surveillance personnel, so why not use it to address actual problems!”
“The hospital is demanding my sister-in-law to be discharged, but we have no money for transfer. If she goes home after discharge, she can only wait for death. I feel so heartbroken!”
At the beginning of March, Yu Zhongtang instructed Yu Fenglian to report the situation to the Gongxian County government and Public Security Bureau leaders on his behalf, urgently seeking help from them. They hope that the Gongxian County government and Public Security Bureau leaders will intervene to urge relevant departments to quickly resolve the car accident case so that his wife can receive proper treatment.
On March 6, Yu Fenglian personally handed a letter of urgent assistance to the Gongxian County Mayor and asked the Gongxian County Public Security Bureau’s security team leader to deliver another copy to the Public Security Bureau Director. However, no response has been received so far.
The Yu siblings have faced retaliation from authorities for safeguarding their rights regarding the forest land ownership issue inherited from their parents.
Yu Fenglian said, “For nine consecutive months since June last year, I have been under surveillance and not allowed to leave Gongxian County. On March 2 during the Two Sessions this year, the Public Security Bureau wanted to falsely detain me for ten days to prevent me from going to Beijing.”
During the Two Sessions on March 2, 2025, to prevent Yu Fenglian from going to Beijing, stability maintenance personnel forcibly abducted and detained her for nine days at her home. On June 18, 2025, while submitting materials to the Central Twelfth Inspection Team in Chengdu, Yu Fenglian was violently kidnapped by locally hired social idle people. She was detained for 10 days on charges of “intentional harm” due to self-defense.
The youngest sibling of the Yu family, Yu Fangtang, who used to work in Beijing, has been controlled in the local area and not allowed to leave Gongxian County for the past two years. On August 11, 2025, Yu Fangtang had multiple ribs broken by social idle people hired by the township government. The application for injury assessment has not been resolved to date, and the Public Security Bureau still forces him to sign on the “Notice of Conclusion of Case Investigation.”
Yu Fenglian said, “The Two Sessions have concluded, yet the county government continues to spend a lot of money hiring social idle people to monitor us, trapping our family in prolonged distress. Despite clear evidence and facts regarding the land ownership dispute rightfully belonging to us according to the law left by our parents, the authorities just refuse to address our legitimate demands!”
