Vice Governor of Gansu Province Disappears from Official Website, Rumored to be Arrested.

Gansu Provincial Government’s official website has removed the “personal activities” information of Deputy Governor Lei Siwei for unknown reasons. There have been rumors circulating online that he was arrested while attending a meeting as a representative of the National People’s Congress in Beijing, but there is no official information to confirm this.

As of March 13th, Lei Siwei’s name and introduction are still listed under the “Provincial Government Leadership” section on the Gansu government’s official website. However, the reporting list for “personal activities” has been cleared. Searching for “Lei Siwei” in the search bar returns the message “Sorry! The content you are looking for cannot be found.” This is different from other provincial government officials.

According to public records, Lei Siwei was born in June 1966 in Jingning, Gansu. He previously served as Vice General Manager, Chief Engineer, and member of the Party Committee of Baiyin Nonferrous Group. In November 2015, he became a director, general manager, and member of the Party Committee of Baiyin Nonferrous Group. In March 2018, he was appointed as the Director of the Gansu Provincial Environmental Protection Department, and in October of the same year, he became the first Director of the Gansu Provincial Department of Ecology and Environment. In January 2020, he was reassigned as the Director of the Gansu Provincial Department of Natural Resources, and in July 2021, he was appointed as the Party Secretary of the Jia Yuguan City Committee of the Communist Party of China. In January 2023, he was promoted to Deputy Governor of Gansu Province, and in July 2025, he was promoted to member of the Standing Committee of the Gansu Provincial Committee of the Communist Party of China.

Information on the official website indicates that Lei Siwei is in charge of Gansu Province’s science and technology, industry and information technology, human resources and social security, housing and urban-rural development, state-owned enterprise reform and state-owned asset supervision, electricity, and the Lanbai National Independent Innovation Demonstration Zone, among others.

Lei Siwei is a representative of the Fourteenth National People’s Congress of the Communist Party of China.

Multiple posts online have claimed that Lei Siwei was taken away by staff from the Central Commission for Discipline Inspection after accompanying the Gansu delegation to Beijing, resulting in his absence from relevant activities at the Fourth Session of the Fourteenth National People’s Congress.

The internal struggle within the Communist Party of China continues to escalate. The latest official data shows that in the past year, 58 National People’s Congress representatives have left their positions, with 55 being removed and 3 resigning. The number of dismissals exceeds the total of the previous two years. When the National People’s Congress convened on March 5th, a total of 2,765 delegates were present (out of the 2,878 expected), with 113 delegates (approximately 4% of the total) being absent.

During the opening of the National Committee of the Chinese People’s Political Consultative Conference on March 4, 2026, 47 National Committee members were noticeably absent. In the past three years, 43 National Committee members have had their qualifications publicly revoked.
