The National Committee of the Chinese People’s Political Consultative Conference (CPPCC) opened its meeting on the afternoon of March 4, 2026 with 47 members notably absent. Among the absentees were 8 members of the CPPCC military committee, including 5 senior generals and 3 major generals. Over the past three years, a total of 43 CPPCC members have had their qualifications revoked.
According to a report by the official Chinese Communist Party media Xinhua News Agency, the 14th National Committee of the CPPCC convened its fourth session in Beijing on the afternoon of March 4, 2026. A total of 2125 members were expected to attend, but only 2078 were present, leaving 47 members absent.
In comparison, on March 4, 2025, during the opening session of the CPPCC, 2154 members were expected to attend, with 2110 actually present and 44 absent. Similarly, on March 4, 2024, 2162 members were listed to attend the opening session of the CPPCC, but only 2093 showed up, with 69 absentees.
The number of CPPCC members attending the opening sessions of the national conferences from 2024 to 2026 has been gradually decreasing, with 2162, 2154, and 2125 members listed in the respective years.
An analysis from the Chinese Communist Party’s official broadcaster, CCTV, highlights that during the opening session of the 14th National Committee of the CPPCC on March 4, only 4 military committee members in uniform were present. These included Air Force General Yi Xiaoguang, Armed Police Major General Yang Guangyue, and Air Force Major Generals Huang Guoxian and Liu Dewei.
Yi Xiaoguang previously served as the Commander of the Central Theater Command, Huang Guoxian as the Deputy Commander and Air Force Commander of the Eastern Theater Command, Yang Guangyue as the Deputy Commander of the Armed Police Force, and Liu Dewei as the Deputy Director of the Military Commission’s Political Work Department.
During the 15th session of the 14th National Committee of the CPPCC held on March 1-2, 2026, only General Yi Xiaoguang and Major Generals Yang Guangyue, Huang Guoxian, and Liu Dewei were in attendance. Generals Han Weiguo, Liu Lei, and Gao Jin had their qualifications as CPPCC members and committee positions revoked during this meeting.
Originally, out of the 15 military members of the 14th National Committee of the CPPCC, there were 9 senior generals and 6 major generals.
The remaining 8 military members of the CPPCC committee included former Armed Police Force Commander Wang Ning, former Western Theater Command Commander Zhao Zongqi, former Deputy Political Commissar of the Western Theater Command Wu Shezhou, former Deputy Political Commissar of the Central Theater Command Zhu Shengling, former Political Commissar of the National Defense University Zheng He, and 5 senior generals. Additionally, former Deputy Commander of the Eastern Theater Command and Navy Commander Wei Gang, former Xinjiang Military Region Commander Liu Wanlong, and former Minister of the Defense Mobilization Department of the Military Commission Sheng Bin, all absent from the CPPCC meetings on March 1-2 and March 4.
Publicly available information from the 25th meeting of the 13th Standing Committee of the CPPCC disclosed a list of 2169 members of the 14th National Committee of the CPPCC, who were to serve from March 2023 to March 2028.
Over the past three years, 14 additional members have been appointed to the CPPCC, including Ma Xiaowei, Yi Huiman, Cao Jun, Deng Xiaogang, Tuo Zhen, Ding Xuedong, Wang Guanghua, Li Fei, Li Yi, Shen Ying, Chen Ruifeng, Su Guiguang, Pan Yue, and Qi Bin.
Furthermore, 43 individuals have had their qualifications as CPPCC members revoked publicly, including Ha Hongjun, Wu Yansheng, Liu Shiquan, Wang Changqing, Wang Xiaojun, Shi Lei, Tang Yijun, Gou Zhongwen, Wu Yingjie, Zhang Jianchun, Xiao Longxu, Li Weiwei, Li Jian, Zhao Jinyun, Wei Boping, Wu Cunrong, Lu Jin, Xue Jingxia, Qizhala, Tang Yong, Dang Yanbao, Li Minji, Yang Xiaowei, Jing Yaping, Guo Jifu, Bi Jingquan, Zhou Xianwang, Yi Huiman, Wang Xinghuan, Zhang Dongchen, Cao Jianguo, Liu Guoyue, Ma Zhengwu, Fan Youshan, Zeng Yi, Yu Peigen, Tian Xuebin, He Song, Han Weiguo, Liu Lei, Gao Jin, Zhang Kejian, and Wang Chunru.
Additionally, 11 individuals have resigned from their positions as CPPCC members, namely Xiang Dong, Huang Lixin, Zhang Xiaoming, Wang Tian, Gong Liutang, Gamazedeng, Zou Jiayi, Chen Xiaojiang, Fu Xingguo, Yang Hui, and Li Shenglong. Two CPPCC members have passed away: Wu Zunyou and Tang Xiaoou.
