Philippines Breaks up Espionage Case Involving the Chinese Communist Party; Several Filipino Government Officials Arrested and Plead Guilty

The National Security Council (NSC) of the Philippines released a statement on March 4th confirming the bust of a significant national security crime event involving espionage activities orchestrated by the Chinese Communist Party’s intelligence department. According to the NSC, several individuals, all Philippine citizens, have been arrested and have admitted their involvement in espionage activities. They are currently cooperating with the authorities.

The NSC’s statement verified the findings of the investigative report by the digital news media “Rappler.” The incident exposed a serious breach of national security involving espionage activities directed by the Chinese Communist Party’s intelligence department. Although the espionage activities have been terminated, the investigation is ongoing.

Prior to this revelation, “Rappler” had exclusively reported the discovery and dismantling of a Chinese-led spy network in the Philippines. This network aimed to recruit Philippine government officials who had access to sensitive information and documents related to Philippine security and defense plans and strategies.

According to sources from “Rappler,” these recruiters, who were Chinese nationals, enticed young government employees with connections to various government agencies, including the Department of National Defense, the Philippine Coast Guard, and the military, to join so-called “consultation” work. They requested these employees to submit analytical reports initially based on publicly available sources of information.

Eventually, these young government employees were coerced into sending sensitive documents from Philippine defense and security institutions.

In its statement, the NSC emphasized the necessity of maintaining confidentiality about the identities, methods, and timelines of the individuals involved for national security reasons. However, they assured that necessary measures have been taken against the individuals, all of whom are Philippine citizens, who have admitted to participating in espionage activities and are assisting in the government’s investigation.

The statement highlighted that the arrest operation was a collaborative effort under the “Insider Threat Program” framework involving multiple domestic government agencies. This program aims to protect sensitive national security information, capabilities, and operations, safeguard against foreign espionage activities, subversion/coercion, and information leaks caused by malfeasance or negligence. It encompasses various government agencies handling sensitive information.

The NSC reassured the public that protective mechanisms have been established and are effectively functioning, enabling the continuous proactive and vigilant efforts of the country’s security agencies, leading to the success of counterintelligence actions in the Philippines.

Given the disputes in the South China Sea, there have been several conflicts between China and the Philippines in recent years. The Philippines has intensified its counter-espionage activities, as evident in the arrests of several Chinese citizens engaged in espionage activities over the past year, including undercover agents who had been operating for years. For instance, on January 17, 2025, law enforcement authorities in the Philippines apprehended Deng Yuanqing, a graduate of the Chinese Army Engineering University. The National Bureau of Investigation of the Philippines identified him as a “control engineering” expert. Deng Yuanqing’s vehicle was equipped with advanced tools capable of creating 3D maps without entering buildings, including military camps, power plants, government office buildings, and shopping centers.

The Philippine National Bureau of Investigation stated that Deng Yuanqing had been residing in the Philippines for five years, serving as an undercover agent and being part of a syndicate tracked by Philippine authorities.
