Today, the Chinese People’s Political Consultative Conference (CPPCC) began its annual meeting, with the Chinese Communist Party (CCP) military newspaper publishing the “Summary of the Duties of Military CPPCC Members in 2025”. Unlike previous years, this year’s report did not mention the names of the CPPCC members, using terms like “some” as substitutes instead. Analysts believe that this move was made to cover up the fact that many military CPPCC members have been removed from their positions.
Each year before the national CPPCC meeting, the military releases a summary of the previous year’s performance of military CPPCC members. On March 4, the CCP military newspaper published the “Summary of the Duties of Military CPPCC Members in 2025”. According to the article, in 2025, military CPPCC members focused on the overall development, conducted 273 research activities, wrote 59 research reports, and submitted 115 proposals.
However, the biggest change compared to previous years is that the report no longer mentions the names of the military CPPCC members. It is unclear which military CPPCC members focused on which issues and proposed what. In specific references, the report only uses terms like “military CPPCC members”, “several military CPPCC members”, “many military CPPCC members”, and repeatedly uses phrases like “some members” and “other members”.
Political commentator Li Lin pointed out that this is clearly due to many former military CPPCC members who had previously conducted research and submitted proposals being removed from their positions. This report no longer includes their names, which is also seen as a move to cover up the situation.
In the past, similar reports would mention the names of relevant CPPCC members. For example, the report in 2024 mentioned that Member Zheng He was concerned about the research and application of artificial intelligence, Member Gao Jin conducted research in Hunan, Tianjin, Hebei, and other places, Member He Song focused on the construction of the new land and sea passages in the western region, and Member Zhao Zongqi conducted research in Inner Mongolia, Shanxi, Tibet, and other places. It also mentioned several other military CPPCC members such as Wu Shezhou, Wang Ning, and Liu Lei.
As of the 2024 report, the aforementioned military CPPCC members have all been removed from their positions.
After the 15th meeting of the CPPCC National Committee of the Chinese Communist Party on March 2, several retired generals were reported to have been dismissed from their CPPCC duties. Among them, Han Weiguo was relieved of his position as a member of the CPPCC National Committee and Deputy Director of the Proposal Committee, Liu Lei was relieved of his position as a member of the CPPCC National Committee and Deputy Director of the Agriculture and Rural Committee, Gao Jin was relieved of his position as a member of the CPPCC National Committee and Deputy Director of the Economic Committee. The qualifications of Han Weiguo, Liu Lei, and Gao Jin as members of the CPPCC National Committee were revoked.
Previously, at least seven generals were absent from the opening ceremony of the current meeting, including former Political Commissar of the Western Theater Command Wu Shezhou, former Commander of the Armed Police Force Wang Ning, former Commander of the Western Theater Command Zhao Zongqi, former Political Commissar of the National Defense University Zheng He, former Commander of the Army Han Weiguo, former Political Commissar of the Army Liu Lei, and former Minister of Logistics Support Department of the Central Military Commission Gao Jin. Although Wu Shezhou, Wang Ning, Zhao Zongqi, and Zheng He have not been relieved of their CPPCC duties, analysts believe they may be among the officials facing trouble.
On February 6, 2026, Major General He Song, Deputy Minister of the Logistics Support Department of the CCP Military Commission, had his membership as a CPPCC National Committee member revoked.
