New York announces first batch of free childcare plan for two-year-olds.

On March 3, Governor Ho Chu, along with Mayor Mamdani and Education Director Samuels, jointly announced the launch of the first wave of 2,000 free childcare spots for 2-year-olds in select communities in Manhattan, the Bronx, Queens, and Brooklyn. The city government has selected locations based on economic needs and infrastructure conditions, with plans to expand to 12,000 spots by 2027, covering all 2-year-olds citywide within four years to alleviate childcare cost pressures on New York families.

The initial five benefiting school districts in the first four areas are:
1. Bronx 6th School District: Washington Heights, Inwood, Hamilton Heights, and parts of Washington Heights in Manhattan.
2. Manhattan 10th School District: Fordham, Belmont, Norwood, Marble Hill, Morris Heights, Riverdale, Spuyten Duyvil, Van Cortlandt Village, Kingsbridge and Kingsbridge Heights, Bedford Park, Mont Hope, Claremont-Bathgate, and East Tremont.
3. Brooklyn 18th and 23rd School Districts: Canarsie, Rugby-Remsen Village, Brownsville, Ocean Hill, East Flatbush-Farragut, and Prospect-Lefferts Gardens-Wingate.
4. Queens 27th School District: Ozone Park, South Ozone Park, Richmond Hill, Woodhaven, Howard Beach, Rockaway, and parts of Lindenwood and Springfield Gardens North.

The “2-Year-Old Free Childcare Initiative” (2-K) will launch in September of this year and will conduct phased registrations during the fall so that children born at different times can join at the appropriate time. Eligibility is limited to families residing in designated communities, with no income, occupation, or immigration status restrictions. Even if a child is under 2 but turns 2 before the end of the year, they can still apply for a spot.

Mayor Mamdani stated that New York City families have faced high childcare costs in recent years, ranging from $20,000 to $40,000 annually, reducing the burden of childcare costs will help increase families’ willingness to stay and develop in the city, promoting labor participation and overall economic vitality.
