Three national-level officials consecutively absent from the Political Consultative Conference, including former Guangxi party secretary Chen Wu.

On March 1, 2026, three high-ranking officials of the Chinese Communist Party, who hold deputy national-level positions and serve as vice-chairmen of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), were absent from the CPPCC Standing Committee meeting. The absentees included Qin Boyong, Executive Vice Chairman of the Central Committee of the China National Democratic Construction Association (民建中央), former Chairman of the Guangxi Zhuang Autonomous Region Chen Wu, and Chairman of the Tibet Autonomous Region Political Consultative Conference Paba La Gerangjie.

Qin Boyong has been absent from high-level CPPCC meetings for five consecutive months, with previous reports suggesting that he is under investigation. Over the past month, Chen Wu has also been absent from both the CPPCC Chairmen’s meeting and the Standing Committee meeting. Following the fall of Lan Tianli, Chen Wu’s former deputy and Chairman of the Guangxi Zhuang Autonomous Region Government in May 2025, Chen Wu had also missed the CPPCC Chairmen’s meeting twice.

According to reports by the Chinese Communist Party’s official media Xinhua News Agency, on March 1, 2026, the 15th meeting of the 14th CPPCC Standing Committee was convened. Wang Huning, a member of the Political Bureau of the CCP Central Committee and Vice Chairman of the CPPCC, attended the opening ceremony of the meeting, while Shi Taifeng, a member of the Political Bureau of the CCP Central Committee and Vice Chairman of the CPPCC, presided over the opening ceremony. Vice Chairman and Secretary-General of the CPPCC, Wang Dongfeng, delivered a report and explanation on relevant topics.

Vice Chairmen of the CPPCC, including Hu Chunhua, Shen Yueyue, Wang Yong, Zhou Qiang, He Houhua, Leung Chun-ying, Battelle, Su Hui, Shao Hong, Gao Yunlong, Mu Hong, Xian Hui, Jiang Xinzhi, Jiang Zuojun, He Baoxiang, Wang Guangqian, Zhu Yongxin, and Yang Zhen, attended the meeting.

The reports indicated that out of the 23 CPPCC Vice Chairmen, 20 were present at the meeting, while Paba La Gerangjie, Chen Wu, and Qin Boyong were absent.

Starting from the end of September 2025, Vice Chairman of the National People’s Congress and Chairman of the Central Committee of the China National Democratic Construction Association, Hao Mingjin, and Vice Chairman of the CPPCC and Executive Vice Chairman of the Central Committee of the China National Democratic Construction Association, Qin Boyong, have both been missing from high-level meetings of the National People’s Congress, CPPCC, and the Central Committee of the China National Democratic Construction Association.

On December 17, 2025, during the 80th anniversary celebration of the China National Democratic Construction Association, Qin Boyong made an appearance, while Hao Mingjin continued to be absent.

Subsequently, Qin Boyong was absent from the 46th Chairman’s meeting of the CPPCC convened on February 6, 2026. Prior to this, Qin Boyong was also absent from the 44th Chairman’s meeting of the 14th CPPCC held on November 20, 2025.

On February 11, 2026, the Chinese Communist Party leader Xi Jinping held a so-called Spring Festival symposium with non-Party members. According to Xinhua News Agency, Qin Boyong, Executive Vice Chairman of the Central Committee of the China National Democratic Construction Association, participated in the symposium along with central chairmen of other so-called democratic parties; however, Hao Mingjin, Vice Chairman of the National People’s Congress and Chairman of the Central Committee of the China National Democratic Construction Association, was absent.

Nevertheless, Qin Boyong was once again absent from the 15th meeting of the 14th CPPCC Standing Committee.

On October 30, 2025, Jiang Wang, a commentator known for exposing high-level CCP movements, posted on X platform, stating, “Hao Mingjin, Chairman of the Central Committee of the China National Democratic Construction Association, and Executive Vice Chairman, Qin Boyong, are under investigation. Vice Chairman Shen Jinqiang is cooperating with the investigation. Big case!”

Qin Boyong, a female born in November 1964 in Yongqing, Hebei Province, graduated from the Law Department of Hebei University with a degree in law. She has held various positions, including Director of the Research Office of the Langfang Intermediate People’s Court in Hebei Province, Deputy Director of the Supervisory Bureau of Langfang City, Deputy District Mayor of Anci District in Langfang City, Deputy Mayor of Langfang City, and Deputy Director of the Supervision Department of Hebei Province. In May 2012, Qin Boyong was appointed as the Secretary of the Hebei Provincial Committee of the China National Democratic Construction Association and Director of the Legal Affairs Office of the Hebei Provincial Government.

In January 2013, Qin Boyong was appointed as the Vice Governor of Hebei Province, member of the Central Committee of the China National Democratic Construction Association, and Secretary of the Hebei Provincial Committee. From March 2016 to March 2023, she served as the Deputy Auditor General of the National Audit Office. In December 2022, she was promoted to Executive Vice Chairman of the Central Committee of the China National Democratic Construction Association. On March 10, 2023, she was elected as Vice Chairman of the CPPCC, being elevated to the national deputy level.

The absentee Vice Chairman of the CPPCC, Chen Wu, is Zhuang minority, born in November 1954 in Chongzuo, Guangxi Zhuang Autonomous Region. He had a long career in Guangxi’s officialdom, serving as the Deputy Secretary of the Communist Party Committee and the Chairman of the Guangxi Zhuang Autonomous Region Government from March 2013. he reached the retirement age in October 2020; in November 2020, he transferred to the position of Deputy Chairperson of the Financial and Economic Committee of the National People’s Congress; and in March 2023, he was appointed as Vice Chairman of the CPPCC, being promoted to the national deputy level.

Three weeks ago, Chen Wu also missed the 46th Chairman’s meeting of the CPPCC held on February 6, 2026.

According to the CPPCC official website, in the 11 publicized reports of CPPCC Chairmen’s meetings in 2025, Chen Wu was repeatedly absent from the 35th and 36th Chairmen’s meetings held on April 29 and May 28, 2025, respectively.

It is noteworthy that at that time, the deputy of Chen Wu, the then Chairman of the Guangxi Zhuang Autonomous Region Government, Lan Tianli, had fallen. Lan Tianli was announced to have fallen on May 16, 2025.

Lan Tianli, a Zhuang ethnic, was born in Yizhou, Hechi City, Guangxi in October 1962. He had a long career in Guangxi. During Chen Wu’s seven-year tenure as Chairman of the Guangxi Zhuang Autonomous Region Government from April 2013 to October 2020, Lan Tianli served as Vice Chairman and Executive Vice Chairman of the Autonomous Region Government from November 2011 to January 2018, being Chen Wu’s deputy for nearly five years.

After Lan Tianli’s fall, a continued clean-up of officials in Guangxi took place. Recently, several officials in Guangxi were under investigation, including Pan Yuwei, former Director of the Hechi Municipal People’s Congress Standing Committee, Mo Zhenzu, former Director of the Hechi Municipal People’s Congress Standing Committee, and Wang Yaolei, member of the Party group and Deputy Director of the Chongzuo City People’s Congress Standing Committee, from Chen Wu’s hometown Chongzuo.

Paba La Gerangjie, Vice Chairman of the CPPCC, is a Tibetan born in January 1940, now aged 86. He currently serves as the Chairman of the Tibet Autonomous Region Political Consultative Conference, as well as the Vice President and Honorary President of the Chinese Buddhist Association.

Paba La Gerangjie has been serving as Vice Chairman of the CPPCC, Vice Chairman of the Standing Committee of the National People’s Congress, and other positions since 1965, holding the longest tenure among the deputy national-level officials of the Chinese Communist Party.

In March 2025, Paba La Gerangjie attended the Two Sessions and participated in the opening and closing meetings of the CPPCC. However, he has been absent from all CPPCC Chairmen’s meetings and Standing Committee meetings from 2025 to present.
