Zhang Youxia Arrested: Inner Mongolia Garrison High-level Officials Undergo Intensive Changes.

The Vice Chairman of the Chinese Communist Party’s Military Commission, Zhang Youxia, was arrested and officially fell from power. Before and after his downfall, the training base in Zhurihe, Inner Mongolia, which Zhang Youxia used to oversee, was reported to have suspended training for about a month. During the same period, there were frequent personnel changes in the senior ranks of the Inner Mongolia Military Region and the Inner Mongolia Armed Police Corps.

Following Zhang Youxia’s downfall, Yang Xiaokang, the Political Commissar of the Inner Mongolia Military Region, was notably absent from the expanded party committee meeting, and his whereabouts were unknown. There was also a change in command at the Inner Mongolia Armed Police Corps. From October 2025 to January 2026, three new major generals successively took up positions as the commander, deputy commander, and deputy political commissar of the Inner Mongolia Military Region.

According to reports from the Inner Mongolia Daily, on January 14, 2026, Wang Weizhong, the Party Secretary of the Inner Mongolia Autonomous Region and the First Secretary of the Party Committee of the Inner Mongolia Military Region, attended and delivered a speech at the 12th expanded meeting of the 9th Party Committee of the Inner Mongolia Military Region. Liu Chunjiang, the Commander of the Inner Mongolia Military Region, presided over the meeting, with Deputy Commander Yang Guoan, Xing Guoliang, Deputy Political Commissar Wang Sheli, and Zhang Wenhui in attendance.

On the same day, Inner Mongolia’s news broadcast showed Liu Chunjiang, Yang Guoan, Xing Guoliang, Wang Sheli, and Zhang Wenhui wearing the insignia of major generals.

Back in January 2025, Sun Shaocheng, the Party Secretary of the Inner Mongolia Autonomous Region and the First Secretary of the Party Committee of the Inner Mongolia Military Region, attended and spoke at the 10th expanded meeting of the 9th Party Committee of the Inner Mongolia Military Region. Yang Xiaokang, a member of the Inner Mongolia Autonomous Region Party Committee and the Political Commissar of the Inner Mongolia Military Region, presided over the meeting, with Deputy Commander Yang Guoan and Deputy Political Commissar Zhang Wenhui in attendance.

Two years ago, in January 2024, the 8th expanded meeting of the 9th Party Committee of the Inner Mongolia Military Region was held in Hohhot. Yang Xiaokang, the Party Secretary and Political Commissar of the Inner Mongolia Military Region, chaired the meeting and delivered a report, while Vice Secretary of the Party Committee and Commander Chen Lianbing spoke, and Deputy Commander Yang Guoan and Deputy Political Commissar Zhang Wenhui attended the meeting.

Yang Xiaokang, born in August 1965, with the rank of major general, had previously served as the Deputy Minister of the Political Department of the Lanzhou Military Region, the Political Commissar of the Hetian Military Sub-district in the Southern Xinjiang Military Region, and the Deputy Director of the Political Work Department of the Xinjiang Military Region. He was promoted to Political Commissar of the Inner Mongolia Military Region in 2020 and became a member of the Inner Mongolia Autonomous Region Party Committee and the Political Commissar of the Inner Mongolia Military Region in November 2021.

In the past two years, only Deputy Commander Yang Guoan and Deputy Political Commissar Zhang Wenhui attended the expanded meetings of the Inner Mongolia Military Region Party Committee.

In the expanded meeting of the Inner Mongolia Military Region Party Committee held on January 14, 2026, besides Deputy Commander Yang Guoan and Deputy Political Commissar Zhang Wenhui, Deputy Commander Xing Guoliang and Deputy Political Commissar Wang Sheli also attended the meeting.

This marked Xing Guoliang’s first public appearance as the Deputy Commander of the Inner Mongolia Military Region.

Xing Guoliang’s age and resume are unspecified. According to public reports, Xing Guoliang participated in activities as an Assistant Staff Officer of the Western Theater Command in Sichuan Province in July 2020.

The age and resume of Wang Sheli are also undisclosed. According to the WeChat public account “Inner Mongolia Defense Mobilization,” Wang Sheli first appeared as the Deputy Political Commissar of the Inner Mongolia Military Region in October 2025 at a defense mobilization drill in the Inner Mongolia Autonomous Region.

On January 5, 2026, the Party Committee Secretary’s Work Report Meeting of the Inner Mongolia Autonomous Region and the Military District (Reserve District) Party Committee was held in Hohhot. Wang Weizhong, the Party Secretary of the Inner Mongolia Autonomous Region and the First Secretary of the Party Committee of the Inner Mongolia Military Region, presided over the meeting and delivered a speech. Commander Liu Chunjiang of the Inner Mongolia Military Region reported on the work.

This was Liu Chunjiang’s first public appearance as the Commander of the Inner Mongolia Military Region. In October 2025, he made his first public appearance as a leader of the Inner Mongolia Military Region.

Reported in the Inner Mongolia Daily, on October 11, 2025, Wang Weizhong, who had been the Party Secretary of the Inner Mongolia Autonomous Region for just over ten days, visited the Inner Mongolia Military Region and the Inner Mongolia Armed Police Corps. The report stated that “Liu Chunjiang and Zhang Wenhui from the Inner Mongolia Military Region and Chen Lusheng and Zhang Jun from the Inner Mongolia Armed Police Corps attended.” Zhang Wenhui was the Deputy Political Commissar of the Inner Mongolia Military Region at the time, Chen Lusheng was the Commander of the Inner Mongolia Armed Police Corps, and Zhang Jun was the Political Commissar of the Inner Mongolia Armed Police Corps.

Public information shows that Liu Chunjiang had previously served as the Director of the Comprehensive Office of the Department of Regulations and Regulations of the General Staff of the Chinese People’s Liberation Army, the Director of the Training Regulations Office of the Training Supervision Bureau of the Training Management Department of the Central Military Commission, and later became the Director of the Office of the Training Management Department of the Central Military Commission by at least November 2020.

Liu Chunjiang’s predecessor as the Commander of the Inner Mongolia Military Region, Chen Lianbing, was transferred to be the Commander of the Shanghai Garrison in August 2024. In January 2025, he was promoted to be a Standing Committee Member of the Military Commission of the Shanghai Communist Party, and in January 2026, he was demoted to be the Deputy Commander of the Hunan Provincial Military Region.

Reported in the Inner Mongolia Daily, from February 9 to 10, 2026, Wang Weizhong, the Party Secretary of the Inner Mongolia Autonomous Region, went to Bayannur City to participate in guiding the 2025 Democratic Life Meeting of the Municipal Party Committee Standing Committee and conduct New Year visits. Yuli Xin, a leader of the Inner Mongolia Autonomous Region, and Guo Jun, the Commander of the Inner Mongolia Armed Police Corps, attended the event.

This was Guo Jun’s first public activity as the Commander of the Inner Mongolia Armed Police Corps.

Guo Jun’s age is unspecified. According to public reports, Guo Jun had previously served in various positions such as the Squadron Commander of the Kashi Area Support Team in the Armed Police, Deputy Chief of Staff of the Southern Xinjiang Command of the Xinjiang Armed Police Corps, and Deputy Commander of the Production and Construction Brigade of the Xinjiang Armed Police Corps.

The current whereabouts of Chen Lusheng, the former Commander of the Inner Mongolia Armed Police Corps, are unknown. Born in November 1965, Chen Lusheng had previously served as the Deputy Commander of the 93rd Division of the Armed Police and was appointed as the Commander of the Inner Mongolia Armed Police Corps by at least July 2021.

Following the absence of Vice Chairman Zhang Youxia and Member of the Military Commission Liu Zhenli from the opening ceremony of the high-level official study session of the Chinese Communist Party, rumors of their involvement in an incident and subsequent arrest continued. On January 24, 2026, they were officially announced to have fallen from power.

In the aftermath of Zhang Youxia and Liu Zhenli’s downfall, there were numerous changes in leadership at provincial-level military districts such as the Beijing Garrison, Shanghai Garrison, and Tianjin Garrison. Chen Yuan, the Commander of the Shanghai Armed Police Corps, was transferred to Beijing Garrison, the Shanghai Garrison Commander position was changed, Bai Zhongbin, the Commander of the Tianjin Garrison, was unusually absent from important meetings, and there were changes in the positions of the Political Commissar and Deputy Commander of the Tianjin Armed Police Corps.
