On the closing day of the two sessions in Shanghai on February 5th, local residents Ding Juying and Zhang Huixian went to the conference to deliver letters from the people to the National People’s Congress representatives. That evening, Ding Juying was abducted by the local police in her residential community in Pudong New Area and taken to the “Fanjiayuan” black jail in Chongming Island.
Ding Juying and Zhang Huixian visited the secretariat of the two sessions on Yaohua Road to deliver letters to the National People’s Congress. The conference accepted their letters as usual. After completing the delivery, the two returned home safely.
Later that evening, Ding Juying was forcibly taken by three police officers and three security guards from her community and transported to the “Fanjiayuan” stability maintenance facility on Chongming Island.
Ding Juying informed a reporter from Epoch Times, “I am currently in the black prison in Chongming. Four black security guards are watching me, and I suspect they will keep me until the end of the National People’s Congress. Last year, I was also held in the black prison for nearly 9 months, from January 21st to March 12th, and then from April 12th to November 11th.”
At the age of 79, Ding Juying had her property and farmland confiscated 24 years ago, and in 2019, their remaining private house was left without shelter due to relocation.
On June 13, 2019, Ding Juying and her husband sought help from the supervisory team and were detained by the Pudong Sub-bureau of the Shanghai Public Security Bureau on charges of “colluding to commit crimes” and “provoking troubles.” On July 13, 2019, Ding Juying was sentenced to two years in prison for “disrupting the work order of state agencies.”
After their house was forcibly demolished, Ding Juying and her husband wandered around, sleeping under bridges. She described herself as a “uniquely Chinese wanderer.” On the difficult path of safeguarding rights, they faced inhumane suppression repeatedly, spending much of last year in black prisons. At the beginning of this year, she was once again placed in a black jail for stability maintenance.
Song Jiahong, a spokesperson for the Shanghai black prison, mentioned, “Ding Juying’s detention this time is probably due to stable maintenance costs being in place. Once the energy of the petition office shifts to stability maintenance, that’s where their achievements lie. Only by cracking down on black jails can the petition system move towards a brighter future.”
