Sun Shaoting Removed from National People’s Congress, Four Officials in Inner Mongolia Investigated Simultaneously.

On February 10th, it was officially announced that Sun Shaocheng, the former top leader of Inner Mongolia who had been removed from office, had his qualification as a member of the National People’s Congress terminated. That same evening, the Inner Mongolia authorities reported that four more individuals were under investigation, including Xu Delin, former Party Secretary and Director of the People’s Congress Standing Committee in Baotou, Inner Mongolia, and Tian Xiaochuan, former Party Committee member and Vice Chairman of the Political Consultative Conference in Hulunbuir, Inner Mongolia.

Inner Mongolia People’s Congress website released a statement on February 10th announcing the decision to remove Sun Shaocheng from his position as a delegate of the 14th Inner Mongolia People’s Congress. Sun Shaocheng’s representative qualification was terminated.

The Chinese Communist Party (CCP) officially reported on January 29th that Sun Shaocheng, the Vice Chairman of the Social Construction Committee of the 14th National People’s Congress, was suspected of serious violations of discipline and law and was under investigation.

Sun Shaocheng has previously held positions such as Deputy Minister of the CCP Ministry of Civil Affairs, Vice Governor of Shandong Province, Member of the Standing Committee and Minister of the United Front Work Department of the CCP Shanxi Province Committee, Member of the Standing Committee and Vice Governor of Shanxi Province, Deputy Minister and Deputy Secretary of the Party Committee of the CCP Ministry of Civil Affairs.

In 2017, Sun Shaocheng served as the Party Secretary and Deputy Minister of the Ministry of Land and Resources before becoming the Minister and Party Secretary of the Ministry of Veterans Affairs in March 2018. In April 2022, he was appointed as the Secretary of the CCP Inner Mongolia Autonomous Region Committee. In September 2025, Sun Shaocheng stepped down as the Secretary of the CCP Inner Mongolia Autonomous Region Committee and subsequently became the Vice Chairman of the Social Construction Committee of the 14th National People’s Congress of the CCP.

With Sun Shaocheng’s downfall, the number of central-level cadres investigated and punished by the Central Commission for Discipline Inspection and the National Supervisory Commission has now reached 7 since 2026.

On the evening of February 10th, the Inner Mongolia authorities announced that Xu Delin, former Party Secretary and Director of the People’s Congress Standing Committee in Baotou, was suspected of serious violations of discipline and law and is currently under investigation.

Bao Ye, Member of the Party Committee and Deputy Governor of the Alxa League Administrative Office in Inner Mongolia, is also under investigation for suspected serious violations of discipline and law.

Tian Xiaochuan, former Party Committee member and Vice Chairman of the Political Consultative Conference in Hulunbuir, Inner Mongolia, is under investigation for alleged serious violations of discipline and law.

Bai Zhenying, former Party Committee member and Chairman of the Labor Union of Inner Mongolia Power (Group) Co., Ltd., is also under investigation for suspected serious violations of discipline and law.
