To compete with the CCP, CIA accelerates acquisition of new technology.

On Monday, February 9th, the Central Intelligence Agency (CIA) of the United States announced its intention to accelerate the acquisition of breakthrough technologies to address competition with China.

The American intelligence agency unveiled a new procurement framework program aimed at streamlining cumbersome procurement processes, optimizing supplier review procedures, and consequently speeding up the deployment of more innovative tools.

The new procurement framework, along with centralized supplier reviews and streamlined IT authorization processes, will significantly reduce the time it takes for the CIA to obtain operational authorization from determining mission requirements. Furthermore, this framework provides the CIA with a clear pathway to leverage its unique authorities to acquire critical capabilities, swiftly deploy prototypes of breakthrough technologies, and modernize its core systems to meet urgent mission needs.

CIA Director John Ratcliffe stated in a press release, “We are optimizing our collaboration with the private sector. The evolving mission demands a thorough transformation within the CIA, establishing a culture that emphasizes speed, agility, and innovation.”

“By employing today’s most advanced technological solutions, the CIA will be better equipped to tackle future intelligence challenges,” added Ratcliffe.

In 2025, Ratcliffe highlighted the CIA’s struggle to “keep up” with the pace of innovation during a confirmation hearing in the Senate.

CIA Deputy Director Michael Ellis stated in an email declaration that the CIA is establishing a series of commercial partnerships with startups and industry-leading companies in artificial intelligence, biotechnology, financial technology, microchips, and other fields.

“We are seeking partners with cutting-edge technologies to support our most pressing mission requirements. This framework will enable the CIA to swiftly deploy prototype breakthrough technologies,” Ellis remarked.

He urged companies committed to expanding the boundaries of emerging technologies to help the CIA “maintain a leading position in the face of foreign adversaries.”

Under the new framework, the CIA will expedite the introduction of prototype products, allowing frontline and headquarters officials to test new technologies. This intelligence agency has already established partnerships in cloud computing and data analysis fields with companies like AWS under Amazon and Palantir Technologies.
