Two CPPCC members have their qualifications revoked, including former secretary of Wen Jiabao.

According to an official report from the Chinese Communist Party (CCP), former Deputy Minister of the Ministry of Water Resources, Tian Xuebin, and former Deputy General Manager of China Electronics Technology Group, He Song, have had their qualifications as members of the Chinese People’s Political Consultative Conference (CPPCC) revoked. Tian Xuebin was investigated last month and drew attention for having previously served as the secretary of former Premier Wen Jiabao. He Song, who was with China Electronics Technology Group, has witnessed several high-ranking officials falling from grace.

The CCP’s Xinhua News Agency reported that the CPPCC National Committee held a chairman’s meeting in Beijing yesterday (February 6th). The meeting passed a decision to revoke the CPPCC national committee membership qualifications of Tian Xuebin and He Song.

Public records show that Tian Xuebin, born in December 1963 in Gansu’s Weinan, began his career in Gansu and worked in the Organization Department of the Gansu Provincial Party Committee. Starting in 1989, he successively worked in the Ministry of Education’s Personnel Department, the General Office of the All-China Women’s Federation, and entered the Research Office of the CCP Central Office in 1990. From 1992 to 2008, Tian Xuebin served as a secretary at the CCP Central Office and the State Council’s General Office, during which time he was also Wen Jiabao’s secretary.

In 2008, Tian Xuebin became the Deputy Director of the State Council Research Office, and in 2015, he transferred to become the Deputy Minister of the Ministry of Water Resources until stepping down in 2023. In January of this year, Tian Xuebin was officially announced to be under investigation, becoming the first deputy minister-level official to fall from grace in 2026.

Recently, there were rumors suggesting former Premier Wen Jiabao had played a role behind the scenes in influencing political events. The investigation of his former secretary has sparked speculation about power struggles within the CCP.

Following the downfall of Vice Chairman of the Central Military Commission Zhang Youxia and Commission Member Liu Zhenli on January 24th, commentator Li Zhengkuan wrote for Epoch Times, stating that they were criticized in military reports for “seriously trampling and undermining the system of the Chairman’s responsibility in the Military Commission, seriously fostering influences that challenge the party’s absolute leadership over the military.” This highlights Zhang Youxia’s fall from grace was not simply due to “corruption,” but rather because of “sidelining Xi,” taking away Xi’s military power. This also corroborates rumors that Xi Jinping’s authority had diminished over the past year, and figures like Zhang Youxia and veteran CCP leader Wen Jiabao were rumored to have more control.

Li Zhengkuan believes that in the past few weeks, the investigation of Tian Xuebin, former secretary to Wen Jiabao, indicates a fierce backlash from Xi’s faction.

However, some analysts from the self-media suggest that Tian Xuebin’s investigation and Wen Jiabao are unrelated because Tian Xuebin distanced himself from Wen Jiabao over a decade ago. While Tian Xuebin did well during his time as Wen Jiabao’s secretary, after Wen Jiabao’s retirement, Xi Jinping began to suppress Wen Jiabao, leading to Tian Xuebin’s estrangement. Xi Jinping and Li Keqiang did not reappoint Tian Xuebin, who was later placed as the Deputy Minister of Water Resources.

In addition, He Song, who was also stripped of his CPPCC membership, was born in June 1965 and held various positions within China Electronics Technology Group, including as Deputy Chief Engineer, Assistant to the Director, Deputy Director, Deputy Chief Engineer of China Electronics Technology, Director of the Network Security Company, and Chairman. In January 2022, He Song was appointed as the Deputy General Manager of China Electronics Technology.

By mid-2025, He Song’s resume had been removed from China Electronics Technology’s official website leadership section.

Since 2023, there has been a wave of crackdowns on CCP state-owned enterprises, and many high-ranking officials of China Electronics Technology have been implicated.

On April 7, 2024, Deputy General Manager of China Electronics Technology He Wenzhong was announced to be under investigation.

On July 9, 2025, Former General Manager of China Electronics Technology and Deputy Director of the Chinese Academy of Engineering Wu Manqing was dismissed.

A report from Caixin on October 25, 2024, stated that former Chairman Chen Zhaoxiong and former General Manager Wu Manqing of China Electronics Technology had both been taken away. However, the report was taken down that day, and China Electronics Technology did not respond to the allegations.

On December 24, 2025, former Deputy Chairman and General Manager of China Electronics Technology Fan Youshan was also stripped of his CPPCC membership.

On December 26, 2025, former Vice Governor of Liaoning Province Gao Tao was removed from his position as a representative of the Liaoning Provincial People’s Congress. He worked at China Electronics Technology since 2009, served as the Deputy General Manager in 2019, and later became the Vice Governor of Liaoning Province in 2021.

China Electronics Technology, a major CCP state-owned enterprise, is known as the “main force of military electronic technology” in China. The company has faced multiple sanctions by the US government since 2018 due to its involvement in human rights abuses orchestrated by the CCP.
