Former President of Tianjin University and academician of the Chinese Academy of Engineering, Jin Donghan, was stripped of his position as a Tianjin Municipal People’s Congress representative on January 15, 2026, with his name removed from the list of all academicians of the Chinese Academy of Engineering. Jin Donghan had previously served as the director and chief engineer of the 711 Institute of China Shipbuilding Heavy Industry Group, as well as the President and Party Secretary of Shanghai University.
On January 15, 2026, the Tianjin Daily issued the 53rd announcement of the Standing Committee of the Tianjin Municipal People’s Congress. The announcement stated that the Standing Committee of the Nankai District People’s Congress decided to remove Jin Donghan from his position as a representative of the 18th People’s Congress in the city, with his corresponding position as a member of the Standing Committee of the Municipal People’s Congress also revoked.
Currently, Jin Donghan’s name has been removed from the list of all academicians on the official website of the Chinese Academy of Engineering.
Jin Donghan, born on January 11, 1961, in Suihua City, Heilongjiang Province, with ancestral roots in Xinchang County, Zhejiang Province, attended the Wuhan University of Water Transportation Engineering (now Wuhan University of Technology) in March 1978, earning his bachelor’s and master’s degrees. He graduated from the China Shipbuilding Research Institute (now the Seventh Research Institute of China Shipbuilding Industry Corporation) in May 1989 with a Ph.D. degree.
The China Shipbuilding Research Institute is a military technology research center and technology development center of China Shipbuilding Industry Corporation, primarily engaged in strategic research on naval weapons development, top-level technical research on ships, system integration, and system engineering management, as well as the development of dual-use technologies.
After obtaining his Ph.D., Jin Donghan worked at the 711 Institute of China Shipbuilding Industry Corporation (subordinate to China Shipbuilding Industry Corporation since 1999); he became the assistant director of the 711 Institute in February 2000, the Chief Engineer and Director of the Center for Thermal Machinery Research in February 2001, and served as the Director and Chief Engineer of the 711 Institute from February 2004 to July 2015. In December 2009, he was elected as an academician of the Chinese Academy of Engineering.
During his tenure at the 711 Institute, Jin Donghan was involved in research and application development of new engines and their power systems. He later served as the President of Shanghai University from July 2015 to May 2019. Shanghai University is a key comprehensive university affiliated with the Shanghai municipal government and the Ministry of Education of the People’s Republic of China.
While leading the 711 Institute, Jin Donghan received the “2013 Shanghai Science and Technology Hero Award” from the Shanghai municipal government. He also held positions in the Shanghai Association for Science and Technology, serving as the Executive Committee member and Vice Chairman for several terms.
In October 2019, China Shipbuilding Industry Corporation merged with China Shipbuilding Group, specializing in shipbuilding, ship repairs, ship equipment, and ship technology development.
Since the 19th National Congress of the Communist Party of China, several senior executives of China Shipbuilding Industry Corporation and China Shipbuilding Group have been investigated.
In September 2025, former general manager of China Shipbuilding Industrial Materials Huadong Co., Ltd., Wang Jianlin, and Deputy Director of Marketing Management Center of CSSC Huadong Industries Investment Co., Ltd., Zhu Jing, were investigated.
In August 2024, former director of the Seventh Research Institute of China Shipbuilding Group, Cui Xiaowen, was investigated.
In July 2019, the Party Secretary and Chairman of the Board of Directors of China Shipbuilding Industrial Materials Huadong Co., Ltd., Zhou Fengxiang, fell from power.
In June 2018, the Deputy Secretary of the Party Group of China Shipbuilding Heavy Industry Group and General Manager, Sun Bo, fell from power; he was sentenced to 12 years in prison in July 2019.
In recent years, the Chinese Communist Party’s anti-corruption campaign has spread to the defense industry system. According to official reports and media compilations, at least 12 state-owned military industrial enterprises such as China Nuclear Industry Group, China Aerospace Science and Technology Corporation, China Aerospace Science and Industry Corporation, China Aviation Industry Corporation, China Shipbuilding Industry Corporation, China North Industries Group Corporation, and China Electronics Technology Group have had senior officials investigated, removed from their positions, or disappeared from public view for extended periods of time.
