Five people trapped in a water-inrush accident at a coal mine in Heilongjiang

Qingdao News Net reported on December 21, 2025 that the Dichao District Government in Jixi City, Heilongjiang Province informed that around 4:30 p.m. today, a water inrush accident occurred at the Datonggou Coal Mine of Heilongjiang Fengyuan Mining Co., Ltd., trapping 5 people. During an official inspection by the Chinese Communist authorities earlier this year, 3 major safety hazards were found at this coal mine.

According to Jímù News, at around 3:15 p.m. on the 21st, when they called the Datonggou Coal Mine of Heilongjiang Fengyuan Mining Co., Ltd., the response was that the situation was being handled, and the call was then disconnected.

It is worth mentioning that in June of this year, the Dichao District Government in Jixi City issued a notice for the Datonggou Coal Mine of Heilongjiang Fengyuan Mining Co., Ltd., stating the existence of major safety hazards that required special attention.

The notice stated that from May 27th to 28th, during an inspection by the National Mine Safety Supervision Bureau of Heilongjiang Bureau at the Datonggou Coal Mine of Heilongjiang Fengyuan Mining Co., Ltd., 3 major safety hazards were discovered. Consequently, the mine ceased production for 3 days starting from June 6, 2025.

The 3 major safety hazards identified were as follows: Firstly, the mine did not use safety production costs within the specified national range. Over 1.5 million yuan from the actual safety costs of 9.41 million yuan in 2024 was improperly categorized as safety costs, including production tools, material costs, office supplies, and sales expenses. Planned investments from 2024 for gas extraction pipelines and 50 equipment projects including the 2300 drill were not actually implemented but were still included in the plan for 2025, leading to insufficient safety investment.

Secondly, the mine simultaneously operated 2 coal mining faces with the coal recovery period being less than the shortest time specified by national regulations. No proactive measures to limit production or halt operations were taken.

Thirdly, the inclined JD-40 type belt brake winch was used on the 18# coal seam track uphill (with an inclination of 16° and a length of 250 meters) and the left four-way inclined shaft (with an inclination of 26° and a length of 80 meters) on the 8# coal seam. Production was suspended for 3 days starting from June 6, 2025.

On June 9, the Safety Production Committee of the Dichao District issued a public notice declaring the significant safety hazards at the mine. It stated that on June 10, after on-site re-evaluation and acceptance by the District Emergency Management Bureau, approval and signature from the main leaders of the District Committee and District Government were obtained, and the Bureau of Mine Safety Supervision and Enforcement of Heilongjiang Bureau reviewed and approved the resumption of production at the Datonggou Coal Mine of Heilongjiang Fengyuan Mining Co., Ltd.
