Nuclear Group Scandal Erupts, Former CEO Gu Jun Under Investigation

On January 19, 2026, Gu Jun, former general manager of China National Nuclear Corporation (CNNC), was officially announced to be under investigation for “serious violations of discipline and law.” Gu Jun’s partner, former chairman of CNNC Yu Jianfeng, and Gu Jun’s deputy, former deputy general manager of CNNC Yu Peigen, have also encountered troubles in the past year. Additionally, several other senior executives of CNNC, including Gu Jun’s former assistant Liu Houcheng, have fallen from grace in recent years.

The announcement was made by the Central Commission for Discipline Inspection of the Communist Party of China (CPC) on January 19, 2026, stating that Gu Jun, former deputy party secretary and general manager of CNNC, is suspected of serious violations and is now being investigated.

Gu Jun is the third senior official in 2026 to be officially removed from office, following Tian Xuebin, former vice minister of the Ministry of Water Resources, and Li Xu, deputy commander of the Xinjiang Production and Construction Corps.

Born in June 1963 in Qidong, Jiangsu, Gu Jun graduated from Shanghai Jiao Tong University with a degree in nuclear power engineering. He was one of the first reactor operators in the Mainland China’s first nuclear power plant and held various leadership positions in the nuclear industry throughout his career.

CNNC is mainly engaged in nuclear military industry, nuclear power, nuclear fuel, nuclear technology applications, and is a large state-owned enterprise in the field of military industry in China. Its predecessor was the Second Machinery Industry Department of the Communist Party of China, the Ministry of Nuclear Industry, and China National Nuclear Corporation.

On December 24, 2025, Yu Peigen, former chairman of China Orient Electric Group, had his qualification as a member of the 14th National Committee of the Chinese People’s Political Consultative Conference revoked.

In June 2025, there were changes observed on the official website management team page of China Orient Electric Group, with the information related to the chairman and party secretary, Yu Peigen, quietly removed.

In July 2025, there was a business change in China Orient Electric Group as Yu Peigen stepped down as the legal representative and chairman, and was succeeded by Luo Qianyi, the general manager of China Machinery Industry Group.

Before joining China Orient Electric Group, Yu Peigen held important positions in CNNC for a long period.

Yu Peigen, born in November 1962 in Haining, Zhejiang, graduated from Zhejiang University with a major in thermal energy and power engineering. He served in various leadership roles in the nuclear industry before moving to China Orient Electric Group.

In April 2021, Liu Houcheng, deputy chief economist of CNNC, was removed from his position.

Liu Houcheng, born in September 1961 in Wenshang, Shandong, worked in China National Nuclear Corporation, China Nuclear Engineering Group, and CNCC.

Since March 2015, Gu Jun served as the general manager of China Nuclear Engineering Group, while Liu Houcheng served as the assistant general manager of the same group. In July 2018, when Gu Jun became the general manager of CNNC, Liu Houcheng continued to be his assistant.

On June 27, 2025, the Standing Committee of the National People’s Congress of China announced the removal of Liu Shipeng, deputy chief engineer of CNNC, secretary of the Party committee of Unit 404, and chairman, from his position as a member of the National People’s Congress.

In December 2024, Song Xuebin, former director of the Nuclear Environment Protection Engineering Department of CNNC, was investigated.

In August 2024, Zuo Zuqing, deputy director of the Capital Operation Center of CNNC, was investigated.

In February 2024, Li Guangzhang, member of the Science and Technology Commission of CNNC and senior advisor, and Jiao Chengxiang, full-time director of CNNC, were investigated. Li Guangzhang had long served in various positions at CNNC, including director of the Nuclear Fuel Division of the company. Jiao Chengxiang had served as General Manager of China Nuclear Fuel Co., Ltd. and Deputy General Manager and General Manager of Shaanxi Uranium Enrichment Co., Ltd.

In January 2024, Zhong Hongliang, former party secretary and chairman of China Nuclear Shaanxi Uranium Enrichment Co., Ltd., was removed from office.

In December 2023, Wu Xiujiang, former party secretary and chairman of China Nuclear Environmental Protection Co., Ltd., was investigated.

In recent years, the anti-corruption campaign within the Chinese Communist Party has extended to the military industry system. According to official reports and media compilations, at least twelve state-owned military enterprises such as CNNC, China Aerospace Science and Technology Corporation, China Shipbuilding Industry Corporation, China North Industries Group Corporation, have seen top executives being investigated, dismissed, or disappearing from public view for a long time.
