Wrongly Imprisoned Hubei Prison Guard Huang Ling Fights for Rights in Beijing for the Second Time

Hubei Province, Wuhan City Prison Police Officer Huang Ling was falsely accused of “gambling in a group” by the prison disciplinary committee and was fired from her public office 33 years ago during her maternity leave. At the beginning of the New Year 2026, Huang Ling once again went to the Central Discipline Inspection Commission, the Ministry of Justice, and the Beijing Petition Office to plead her case.

From January 4th to 6th, Huang Ling went to the Communist Party’s Discipline Inspection Commission, the Ministry of Justice, and the Beijing Petition Office respectively, requesting an investigation into her case, but she was still denied entry.

On January 5th, outside the Ministry of Justice, Huang Ling filmed a video and said, “I request Minister He Rong to fulfill his supervisory duties. I have been petitioning since 1993, and it has been 33 years now. The disciplinary committee deprived me of my right to petition and accuse. The minister’s instructions on transferring and supervising letters have not yielded results. Up until now, they have not given me any response, and they even falsely accused me of repeated petitions. Give me back my supervisory process.”

Huang Ling was originally a prison officer on duty in Wuhan City, Hubei Province. During her maternity leave in 1993, she was framed by the unit’s disciplinary committee for “gambling in a group” and was fired from her public office. It wasn’t until 2008 that she found out three forged records with fingerprints and signatures that were not hers. Furthermore, the notice of punishment bore the seal of a certain company.

An informant named Wang Yu told Epoch Times, “The prison falsely accused her, forged inquiry records. Experts from the Ministry of Justice have reviewed it, but the leadership said it could not be resolved, someone is suppressing it.”

Since 1993, Huang Ling has been accusing the Hubei Provincial Labor Reform Bureau, the Discipline Inspection Commission, and the Judicial Department. Over 33 years, authorities at all levels have evaded and deceived in handling the case, refusing to meet and provide answers. Wang Yu pointed out that corruption is extremely serious, and the law has become a mere formality.

Wang Yu said that during his visit to Beijing, he learned about many wrongful cases, “People who report corruption are arrested, detained, and suppressed. I have seen many people being sentenced. Almost all the petitioners and acquaintances I know have been sentenced, and they have not violated the law. Why should they be sentenced?”

Mainland China observer Zhao Bin stated, “There are a large number of wrongful cases in mainland China that the authorities have long disregarded, and the inspection teams dispatched to various places are basically ineffective. The Chinese authorities come up with various ways to deal with them, but none actually solve the real problems. The disasters caused by people’s wrongful cases are unbearable.”

Visiting petitioner Sun Wei from Shaanxi said that the person in charge of the local petition office personally told him that their reports had all been transferred by the inspection team to the local units being reported. “Director Kong from the Complaints and Appeals Department told me, ‘If you report to the Central Inspection Team, the materials will be transferred to us here. If you report to the Provincial Inspection, or any other department, the materials will be transferred to us, and in the end, we will have to give you a response and handle it. That’s how arrogant they are.”
