Shanghai Jing’an District petitioners tortured in black jails, police refuse to file case

Shanghai petitioner Chen Meihua recently revealed to Epoch Times that three months ago, she went to Beijing to petition and was detained by the street office in a farm inn in Chongming District when she returned. During this time, she was prohibited from eating for three days and was force-fed starting from the fourth day. It was only after eight days that she was finally sent back home, her body greatly deteriorated.

On October 24, a notice was posted by Jing’an District Court at her residence, ordering her to move within 15 days. Failure to relocate within the specified timeframe would result in forced eviction, a fine of 100,000 yuan, and detention.

Chen Meihua, a 68-year-old resident of Jing’an District, petitioned due to a dispute over relocation settlement. On August 28, after being intercepted during her petition in Beijing, she found many unidentified people at the entrance of her residential area. As she was the only household in the area at the time, she dared not go home. The next day, after coming out of her sister’s house, she was kidnapped by four men who said they would take her home. The car she was in went directly to “Yingchang Farm Inn” in Chongming District. Once she got in the car, her phone was snatched and powered off, and she was also robbed of 600 yuan in cash.

During the journey, when she asked to use the restroom, they refused, forcing her to relieve herself in her pants.

Chen Meihua told Epoch Times that a person in the car said that once they reached Chongming, they would hang her up and beat her until she died, and as long as a call was made to report a death from illness, everything would be fine. They also said that they were not from the street office, and no one would know who they were or be able to find them. Therefore, they would not face any consequences.

Chen Meihua said, “When I arrived at Yingchang Farm Inn, one of the leaders instructed not to feed me for three days. On the fourth day, four tall men came in with a disposable blanket, one person held down my feet, another opened my mouth, someone pinched my nose, and then they poured a transparent liquid into my mouth. I didn’t swallow it, and I vomited after they left. They force-fed me for three consecutive days.”

“A fierce woman told me ruthlessly, your rights lie on this bed, everything should be done on this bed. They grabbed my hair, banged my head on the wall, hit me with a slipper, kicked me with their feet, threw a chair at me, and didn’t allow me to use the bathroom.”

On the seventh day, a government leader came, but he didn’t come in to see me, and the guards prevented me from making any noise.

During her time at the black jail, Chen Meihua went without food for eight consecutive days and did not defecate. Finally, those guarding her sent her back home, abandoning her at her doorstep.

When her daughter came home at night, she rushed her to the hospital, called for an ambulance, and after learning the situation, asked her to call 110 to report the incident. Police at 110 did not allow her to seek medical treatment or file a case immediately. After several hours of harassment, they finally allowed her to go to the hospital.

Not eating for eight days caused serious harm to her body. The hospital examination revealed that all her indicators were abnormally high, and she was on the verge of needing dialysis. She stayed in the hospital for ten days before recovering.

Upon her return from the black jail, Chen Meihua’s brother and daughter repeatedly reported the case to the local police station, public security bureau, Jing’an District government, and the petition office, but no department accepted the case.

In a slightly improved condition, accompanied by a friend, she went to the Changjiang Police Station in Chongming to report the incident, called for supervision, and went to the Ershi Police Station, but they all dodged and did not file a case.

After being discharged from the hospital, she went to the Pengpu Town Police Station to report the case and sought leadership intervention at the district government office, but received no response.

Chen Meihua helplessly expressed, “Chinese ordinary people have nowhere to reason, it’s just impossible!”
