Former Vice Chairman of Heilongjiang Provincial People’s Congress, Li Xianguang Sentenced to Life Imprisonment for Taking Bribes of Over Hundred Million Yuan

On November 17, 2025, former Deputy Director of the Standing Committee of the Heilongjiang Provincial People’s Congress, Li Xianguang, was sentenced to life imprisonment for bribery and corruption. Li Xianguang was officially investigated on March 17 last year. In May this year, during the first trial, state-run media reported that he had requested private business owners to transform their company office into a private club for his personal enjoyment.

The Liaoning Dalian Intermediate People’s Court publicly announced the verdict of the first trial of Li Xianguang, former member of the Party Group and Deputy Director of the Standing Committee of the Heilongjiang Provincial People’s Congress, on November 17.

The court sentenced Li Xianguang to life imprisonment for bribery, confiscated all his personal property, and sentenced him to 4 years in prison for corruption, along with a fine of 300,000 yuan (RMB). The court decided to enforce the life imprisonment and confiscate all his personal property.

The court stated that from 2006 to 2024, Li Xianguang took advantage of his positions as Mayor and Party Secretary of Shuangyashan City, Secretary-General of the Heilongjiang Provincial Government, and Deputy Director of the Standing Committee of the Heilongjiang Provincial People’s Congress, to provide assistance to relevant units and individuals in business operations, job promotions, and case handling, directly or through illegal means, receiving a total of more than 117 million yuan.

In April 2009 and April 2012, Li Xianguang embezzled public funds totaling more than 1.68 million yuan by taking advantage of his positions as Mayor and Party Secretary of Shuangyashan City through high-priced selling and low-priced purchasing of properties.

On March 17 last year, Li Xianguang was officially investigated, followed by his removal from the position of the 14th National People’s Congress (NPC) representative of Heilongjiang Province; on September 11, he was officially “double opened” and transferred to judicial authorities. On May 22 this year, the Dalian Intermediate People’s Court held a public trial in this case.

On May 26, the state-run media People’s Daily revealed that the former Deputy Director of the Standing Committee of the Heilongjiang Provincial People’s Congress, “Mr. Li”, requested private business owners to transform his company office into a private club, equipped with restaurants, karaoke rooms, etc., for his personal use. “Mr. Li” visited the club two to three times a week on average, and even indulged in feasting and drinking the night before being detained at the club.

“Mr. Li” is believed to be the same person as the former Deputy Director of the Standing Committee of the Heilongjiang Provincial People’s Congress, Li Xianguang.

Public records show that Li Xianguang, born in February 1963 in Hanchuan, Hubei Province, worked at the former Ministry of Agriculture. He held various positions such as Director of the Department of Farmer’s Burden Management in the Department of Cooperation and Rural Economy of the Ministry of Agriculture, Deputy Director of the Office of Farmer’s Burden Management in the Ministry of Agriculture, and Deputy Director of the Rural Economy Research Center at the Ministry of Agriculture.

In July 1999, Li Xianguang was transferred to the office of the National People’s Congress Standing Committee at the deputy bureau level, and the following year he was transferred to the Secretary Bureau of the Central Committee of the Communist Party of China as a bureau-level secretary.

In March 2005, Li Xianguang was appointed as the Deputy Secretary-General of the Communist Party of China Heilongjiang Provincial Committee (at the level of director general), Mayor and Party Secretary of Shuangyashan City. In 2013, he became the Secretary-General of the Provincial Government, and in 2018, he became the Deputy Director of the Standing Committee of the Provincial People’s Congress, reaching the level of deputy minister. He was disgraced in March last year during his tenure.
