Concordia Annual Summit: Lai Ching-te urges democratic countries to join hands in fighting authoritarianism.

During the 79th session of the United Nations General Assembly debate, President of the Republic of China (Taiwan) Tsai Ing-wen and Taiwan’s representative to the United States Hsiao Bi-khim participated in the annual Concordia Summit in New York on September 24 through pre-recorded speeches and dialogues. President Tsai emphasized Taiwan’s crucial role in the current international security environment, expressing sincere hope for Taiwan to join hands with other democratic countries to uphold the democratic protection umbrella against authoritarian aggression. She also outlined her “Four Pillars of Peace” plan to maintain peace and stability in the Taiwan Strait region. Representative Hsiao highlighted that the Chinese Communist Party manipulates UN Resolution 2758 to falsely portray Taiwan as part of the People’s Republic of China, labeling it as a false issue.

President Tsai Ing-wen of the Republic of China (Taiwan) delivered a pre-recorded speech at the Concordia Summit: “Our goal is to make Taiwan stronger because only through Taiwan’s strength can we better promote democracy, freedom, and prosperity worldwide. I sincerely hope for Taiwan to work together with other democratic countries to uphold the democratic protection umbrella against authoritarian aggression.”

President Tsai said, “Democracies worldwide are facing serious threats. We see the expansion of authoritarianism with Russia’s invasion of Ukraine continuing for over two years, and China escalating military provocations in the Taiwan Strait, East China Sea, and South China Sea through gray zone tactics like economic coercion and cognitive warfare, posing a serious threat to global peace and stability.” She emphasized, “I want to stress that democratic Taiwan and authoritarian China do not have any subsidiary relationship. This is a fact that the international community has long since reached a consensus on.”

Following President Tsai’s pre-recorded speech, Representative Hsiao engaged in dialogue at the summit with former Under Secretary of State Keith Krach, who has visited Taiwan several times.

Representative Hsiao pointed out that Taiwan’s semiconductor industry and advanced technological capabilities play a crucial role in the global supply chain, especially in areas like artificial intelligence and cloud technology, with Taiwanese companies deeply involved in and investing in the United States.

Former Under Secretary of State Keith Krach emphasized Taiwan’s leading position in the global semiconductor industry, which has led to significant industrial investment by the United States. This is not only vital for the U.S. economy but also strengthens strategic cooperation between Taiwan and the United States. Hsiao urged the United States and the international community to support Taiwan’s participation in international organizations, noting Taiwan’s important role in global health and technology cooperation while still being excluded from many international institutions.

Regarding UN Resolution 2758, Representative Hsiao, in a media interview, stated, “Resolution 2758 was decided during the 1971 UN General Assembly to determine who has the representation of China at the UN, with no indication or explanation given regarding Taiwan. This issue has been debated for a long time, hence it is a false issue that fundamentally does not exist.”

“The Chinese Communist Party may use this claim as an international document to prove that Taiwan belongs to the People’s Republic of China, giving them an excuse to attack Taiwan, which is why we need to overturn this false issue of Resolution 2758,” said Taiwan’s representative in the United States, Hsiao Bi-khim. “The Republic of China does not belong to the People’s Republic of China.”

Hsiao stated that many countries, including the Netherlands, New Zealand, Australia, and the United States, have recently begun to take action to counter the deceptive tactics of the Chinese Communist Party. “Countries that believe in and support democracy are starting to see through their tricks and are increasingly aligned in overturning them, hence the growing sense of unity.”

Regarding the upcoming U.S. presidential election, Representative Hsiao pointed out that regardless of the outcome, both the Democratic and Republican parties’ support for Taiwan remains steadfast. “No matter who becomes the president of the United States in the future, the overall support for Taiwan and the threats or challenges posed by China (the CCP) to the United States will likely remain unchanged.”
