Recently, there have been frequent incidents of real-name reporting in mainland China, many of which involve scandals of officials having extramarital affairs. The latest case that has been pushed to the top of trending topics is that of Liu Yunchao, the former deputy county head and director of the Public Security Bureau in Ninglang County, Yunnan Province, who had an extramarital affair with a 34-year-old woman and physically assaulted her.
On the morning of September 23, a 34-year-old woman named Ms. Huang from Lijiang City, Yunnan, filed a real-name report accusing Liu Yunchao of having an extramarital affair with her, resulting in multiple pregnancies and abortions. She was violently attacked by the family members of Liu Yunchao when she demanded an explanation.
Ms. Huang stated that she is a public servant from Huaping County in Lijiang City and has been divorced. In 2023, she met Liu Yunchao through Douyin (TikTok). At that time, Liu Yunchao invited her for meals multiple times, showed affection, and claimed to be a leader in the Public Security Bureau. She lowered her guard and they officially became a couple on April 20 of the same year, with Liu Yunchao claiming that he was already divorced.
Ms. Huang said that Liu Yunchao caused her to become pregnant multiple times, with the first child being aborted on September 16, 2023. She initially intended to keep the second child, but Liu Yunchao pressured and coerced her, leading to the abortion on May 5 of this year.
In late 2023, due to age reasons, Liu Yunchao stepped down from his positions as deputy county head and director of the Public Security Bureau, during which time she found out that Liu Yunchao was not single, but was with his wife.
On August 21 of this year, Ms. Huang went to Liu Yunchao’s home seeking an explanation, and she was attacked by Liu Yunchao, his wife, and their family members. Liu Yunchao choked her and pushed her from the 23rd floor to the 22nd floor, causing severe injuries to her body and head.
Ms. Huang also showed photos of her celebrating Liu Yunchao’s birthday and their chat records.
After the report, on the afternoon of September 23, Da Wan Xinwen contacted Ms. Huang, who once again confirmed that she indeed filed a real-name report against Liu Yunchao, and stated that all the contents of her report were true, and she was willing to take responsibility for the consequences.
On September 24, the official WeChat account of Huaping County Public Security Bureau in Lijiang, Yunnan, issued a notification stating that the incident of the former deputy county head and director of the Public Security Bureau in Ninglang County, named Liu, having an extramarital affair and assaulting the woman inside the marriage is true. After receiving the report from the parties involved, administrative detention punishment has been imposed on Liu and other relevant personnel. The clues of Liu being suspected of extramarital affairs within marriage have been transferred to the discipline inspection authorities for handling.
Public information shows that Liu Yunchao, born on September 10, 1968, has held various positions in the Public Security Bureau, including director of the Chuanfang Police Station, director of the Central Police Station, captain of the Criminal Police Brigade, party committee member, deputy director, and captain of the Traffic Police Brigade in Huaping County, Lijiang City, Yunnan.
From July 2020 to October 2023, Liu served as a member of the party group of Ninglang County Government in Lijiang, party committee member, secretary, and director of the Public Security Bureau in the county.
