Former Communist Party Secretary of Hubei Province and former member of the National People’s Congress Standing Committee Jiang Chaoliang has been sentenced to death with a two-year reprieve and life imprisonment for bribery, involving a staggering amount of over 746 million Chinese yuan. The official report stated that he provided information leading to the “meritorious acts” of others, resulting in a lighter punishment.
According to reports from Chinese media outlet “Jiemian News,” on August 28, the Intermediate People’s Court of Nanjing City, Jiangsu Province, sentenced Jiang Chaoliang to death for bribery in the first instance, with a two-year reprieve, and ordered the confiscation of all his personal assets. After the two-year reprieve of the death penalty is completed and commuted to life imprisonment, he will be imprisoned for life without the possibility of reduction of sentence or parole.
The court stated that Jiang Chaoliang committed crimes from 1995 to 2025 by illegally accepting a total of over 746 million yuan in property from units and individuals involved in the case.
The Nanjing Intermediate People’s Court mentioned that Jiang Chaoliang confessed to the significant criminal acts of others, which were verified to be true and meritorious, leading to a lighter punishment. However, the identities of those implicated by him are currently unknown.
Public records indicate that Jiang Chaoliang, born in August 1957 in Miluo, Hunan Province, worked in the banking system for over 30 years. He began his career at the Agricultural Bank of China, gradually rising to the position of General Manager of the International Business Department. In 1996, he was transferred to the People’s Bank of China as Deputy Director of the Banking Department. He later served as President of the Shenzhen Branch and Guangzhou Branch of the People’s Bank of China, and Assistant President. In September 2002, Jiang Chaoliang was “parachuted” into Hubei Province, where he served as Vice Governor and Party Member. Subsequently, he returned to the banking system, holding positions such as Chairman of the Bank of Communications, President of China Development Bank, Chairman of the Agricultural Bank of China, and began governing Jilin Province in August 2014. In October 2016, Jiang Chaoliang was appointed Secretary of the Hubei Provincial Party Committee.
At the end of 2019, the novel coronavirus (CCC Virus) outbreak occurred in Wuhan, Hubei Province. The Chinese Communist Party authorities initially concealed the outbreak, missed the golden opportunity for prevention and control, and later responded inadequately, leading to the rapid spread of the epidemic nationwide and worldwide.
On February 13, 2020, Jiang Chaoliang was removed from his position as Secretary of the Hubei Provincial Party Committee. At the time, there were voices suggesting that Jiang Chaoliang, along with several other local officials, was dismissed as a scapegoat for the Chinese Communist Party’s cover-up of the epidemic.
Subsequently, Jiang Chaoliang served as Vice Chairman of the Agriculture and Rural Affairs Committee of the 13th and 14th National People’s Congress Standing Committee. On February 21, 2025, Jiang Chaoliang was officially announced to have fallen from power.
On October 27, 2025, official reports stated that Jiang Chaoliang sought benefits and accepted property for others in cadre selection and worker recruitment, dereliction of duty, greed, corruption, and arbitrary behavior. He abused public authority for personal gain, engaged in power and money transactions and familial corruption, utilized his position to benefit others in business operations, loan approvals, project contracting, job promotions, and unlawfully accepted huge sums of money.
